Job Description : seeking a Senior Business Analyst to play a crucial role in Data platform implementation. The Data Office will be supporting Department of Public Health (DPH) in the implementation of a Local Public Health Data Platform. This platform will serve as a key operational and reporting interface for the 351 local and regional boards of health in Massachusetts, housing key workflows, such as inspections and permitting; collecting pertinent data from local boards of health; and allowing reporting out to local boards of health using data held by the Department of Public Health, such as immunization rates and other key public health information. Utilizing a combination of Salesforce, Mulesoft, Snowflake, Informatica (IICS), and Tableau, the new local public health data platform will represent a major transformation in how information flows between the state and municipal governments. An outside consultancy is responsible for the build and implementation of the application. Data Office staff, including this role, will serve as assistance and internal subject matter experts through the implementation. This role will be expected to become familiar with the business case and outcomes, understand what is being proposed and built by the vendor, and to approve and validate what has been proposed and built. There will be opportunities to build key infrastructure and reports to support the business, and participate in other DPH workstreams, such as the Data Modernization Initiative. Post-implementation, the EHS Data Office will support and maintain the data and reporting infrastructure that has been built as well as support the Office of Local and Regional Health to meet their data-driven goals. The ideal candidate is an expert in project requirement analysis, data management and analysis, collaboration with internal and external stakeholders, documentation of requirements, translation of business requirements to technical specs, presentations and project management when needed. You can clearly articulate and present feedback on project and process documents shared by vendors. In this role, you are comfortable speaking to both business and technical stakeholders to ensure combined understanding and collaborative solutions. This role will be expected to own tasks and follow-up related to cloud data platform requirements and implementation activities and establish well documented best practices and processes. DETAILED LIST OF JOB DUTIES AND RESPONSIBILITIES:
- Plan for, develop, and document in detail the functional, technical and business requirements of solutions for business and technical projects of a wide range of complexity
- Write both business and technical documentation that is appropriate to support the development and end user community
- Engage and collaborate with internal/external stakeholders to understand their requirements and get their feedback throughout the lifecycle of projects
- Follow established PMO standards and procedures
- Communicate milestones that define delivery timetables based on capacity and prioritization
- Ensure timely delivery of solutions meeting requirements and expectations
- Investigate, design, and implement business solutions and major upgrades or enhancements to existing solutions
- Assist in complex data analysis and translates business needs into Data solutions
- Assist with data training to ensure the end users of the Data Platform and the BI reports fully understand all components.
- Cross train peers within subject matter areas and technical expertise areas
- Work with Architects, Developers and Analysts to present an overview of requirements to build use cases
- Work with technical teams to translate business requirements to technical requirements
- Gather and understand user requirements and business activities
- Experience in Participating requirements and solution review sessions involving Data platform implementation.
- Expertise in leading presentation of requirements analysis to management, technical, analytical and business stakeholders
- Contribute to project plans as requested by project managers or director
- Assist internal management in establishing project priorities and in allocating service delivery resources
- Ensure timely delivery of solutions meeting requirements and expectations
QUALIFICATIONS: Minimum experience/skills:
- Experience in creating, reviewing and maintaining end-to-end data platform requirements.
- Strong communication skills comfortable explaining/proposing solutions to technical stakeholders, vendors, and business consumers.
- Experience working with highly sensitive health care information and familiar with HIPAA and other data privacy controls.
- Thorough knowledge and experience of data warehouse and Enterprise Data solution. Data analytics and data profiling skills
- 2+ years of Cloud database platform experience such as Snowflake.
- Salesforce Experience
- Familiarity with AWS cloud services
- Excellent SQL query skills
- Working knowledge with at least one Business Intelligence tool such as Tableau Effective and good communications skills
- Ability to work with teams and independently.
