Senior Business Analyst
Location: Lansing, MI
Work Schedule: Hybrid (2 days onsite)
Contract Duration: 1 year with possible extension
Job Summary:
We are seeking a highly experienced Senior Business Analyst to provide ongoing maintenance and support for applications within the Public Health program area, including Women, Infants, and Children (WIC), Kindergarten Oral Health Assessment (KOHA), and Early Hearing Detection and Intervention (EHDI) systems. This role is integral to ensuring data integrity, compliance with SEM/SUITE standards, and the secure functionality of critical applications.
The Senior Business Analyst will lead assignments focused on enhancing, integrating, maintaining, and implementing IT solutions, while providing mentorship and oversight to other business analysts supporting related applications in the Public Health area.
Key Responsibilities:
- Write high-level and detailed functional requirement documents to meet business needs.
- Perform gap analysis and develop well-defined, detailed functional requirements.
- Lead the full Software Development Life Cycle (SDLC), including requirements gathering and writing functional/technical specifications for complex projects.
- Develop functional design documents, user stories, and task breakdowns for agile development projects.
- Create prototypes, mockups, and flowcharts for user review and approval.
- Assist with Enterprise Architecture Solution Assessments (EASA), hosting documents, and firewall rule documentation.
- Draft documentation for Request for Information (RFI), Request for Proposal (RFP), and IT Readiness Checklists.
- Develop and implement test plans, test cases, and test reports for applications or subsystems.
- Support User Acceptance Testing (UAT), post-implementation testing, and defect tracking.
- Differentiate between defects and new requirements, assisting with implementing Requests for Change (RFCs).
- Maintain and update system documentation resulting from system upgrades or modifications.
- Monitor applications during peak production times to ensure seamless operations.
- Provide application support for business client applications maintained by the department.
Required Qualifications:
- 8+ years of business analysis experience for complex computer systems.
- 8+ years of experience developing functional requirements for development projects.
- 8+ years of creating, updating, and maintaining system documentation.
- 8+ years of experience developing and implementing test plans and test cases.
- 8+ years of experience creating training plans and materials.
- 5+ years of experience with Agile development processes, including test-driven development.
- Experience with Azure DevOps or similar requirements and test case tracking applications.
- Knowledge of HIPAA and experience working with sensitive data.
Preferred Qualifications:
- Strong understanding of Public Health systems and applications.
- Experience designing IT solutions aligned with state or federal standards.
- Familiarity with SEM/SUITE compliance requirements.
- Excellent written and verbal communication skills for collaborating with cross-functional teams.
