We are committed to delivering safe, reliable service that gets customers to their destinations on time–and we're looking to hire talented folks with a commitment to excellence to make it all possible.We are currently looking for a Senior Business Development Specialist to join our team!Roles & Responsibilities:As a member of NJ TRANSIT's Office of Business Development (OBD), establish Disadvantaged Business Enterprise (DBE) and Small Business Enterprise (SBE) contract goals and manage contracts that are approximately $10M and above, as well as specialty contracts (E.g. Superstorm Sandy Recovery Resiliency Program contracts; Task Order Contracts; interagency contacts) and high-risk contracts, as assigned. Ensure timely and accurate completion of all aspects of DBE certification, and DBE/SBE procurement processes including review of project scope and contract DBE/SBE language; delivering presentations on DBE/SBE requirements at Procurement events (e.g. pre-bids/proposal meetings, preconstruction/kickoff meetings); review and authentication of pre/post award deliverables and monthly prime/subcontractor payment reconciliation. Provide technical guidance and direction to DBEs, SBEs, prime contractors and internal/external partners on all aspects of DBE/SBE eligibility and participation requirements for certification and contracts. Utilize technology (including proprietary software) to track, manage and document all action, guidance, direction and formal correspondence on certification and contract related activityPerform DBE/SBE program compliance and fraud prevention activities for certification and procurement processes including but not limited to review of contract meeting minutes; comprehensive desk audits and field/on-site investigations at job sites and contractor/consultant offices; DBE applicant interviews; peer review of documentation and contract file audits for team members and consultants. Conduct research and facilitate meetings to resolve DBE/SBE certification, contract, and general program related issues/feedback/complaints.Track, manage and develop reports on all DBE/SBE program operational processes for certification and procurement activity, and identify opportunities for improved efficiency and effectiveness in compliance operations activity; DBE/SBE achievement and attainment; DBE/SBE utilization; DBE application / annual and renewal certification flow. Provide recommendations to management for improvement.Identify opportunities, make recommendations and take lead in the development, implementation, execution and delivery of corporate-wide and departmental policies, SOPs, and efficient/effective work protocols for OBD. Identify internal/external breakdowns in the certification and contract management process and assist in the development of process controls.Troubleshoot challenging DBE applications and contract issues as assigned. Provide training, guidance and technical assistance to OBD and consultant team members, as well as internal business partners, on program requirements and departmental protocols as necessary.Represent OBD at and participate in external/internal business meetings, outreach events, workshops, and training events, interagency and interdepartmental functions, as needed.
