Duties Description The duties will include, but are not limited to:- Administer and manage legislative initiative reimbursement programs, including processing of quarterly cycle reimbursements and reviewing submitted payment invoices for accuracy.- Distribute information and guidance to municipalities and ensure submittals and payments are processed accurately and timely. Communication with external customers. - Administer the Local Highway Inventory to produce accurate and timely information for the annual update. Provide guidance to municipalities, as necessary, to ensure accurate inventory data.- Administer and process Multi-Modal project agreements. SFS payment submission entry for reimbursement and verification of project accomplishments at project Construction completion to validate payment.- Assist in the processing and tracking of off-system State-Local Agreements and Reimbursement Requests for Federal Aid and State Aid Local Projects. Support Regional Local Project Liaisons (RLPL) managing project funding and close outs as it applies to State- Local Agreements and Federal Authorizations. - Provide backup support for various Planning tasks and duties at the direction of Supervisor. Responsibilities may include serving a role within the Incident Command System to support the department's response to regional and statewide emergency situations. Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).*To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open competitive minimum qualifications for this position. The qualifications are:Capital Program Analyst Trainee 1: A bachelor's or higher degree.Capital Program Analyst Trainee 2: A bachelor's or higher degree ANDEither 1. One year of professional experience *; OR2. A Juris Doctor, master's or higher degree in a field related to the position being filled **Senior Capital Program Analyst: A bachelor's or higher degree ANDEither 1. Two years of professional experience*; OR2. A Juris Doctor, master's or higher degree in a field related to the position being filled** AND one year of professional experience*.*Professional experience must be performing the duties of the full performance level position.**Hiring agencies have discretion in determining whether a degree is related to the duties of the positionIf chosen, you may, at the agency's discretion, be appointed to a higher level. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State.
