DISTINGUISHING FEATURES OF THE CLASS: The position exists in an EngineeringDepartment and involves performance of advanced engineering work in the design, investigation,maintenance and control of engineering and related public works projects. The work involves thesupervision of varying numbers of professional and non-professional employees by laying outtasks, giving instructions as to required procedures and making checks on completion of the workas necessary to insure completion. Major technical and engineering problems or policy questionsare discussed with a supervisor before taking action. The work is performed under generaldirection of a high level administrator in the department. The incumbent does related work asrequired.TYPICAL WORK ACTIVITIES: - Supervises and participates in the preparation, review and revision of plans, specificationsand design of engineering and public works projects involving installations including waterdistribution facilities, buildings, highways, bridges, sewage and drainage systems, and theparks and preserves system; - Supervises and participates in field survey inspection and data taking for the purpose ofcollecting information to serve as the basis for preparation of estimates, plans andspecifications for engineering and public works projects; - Directs projects and supervises employees dealing with operation, maintenance andconstruction of water, sewer, drainage and water quality; - Prepares specifications, coordinating technical services and final inspection of majorconstruction projects conducted by outside contractors involving municipal facilities; - Participates in the continuing evaluation of technical standards for public worksengineering practices through study of current literature, attending technical meetings andseminars, discussions with peers; etc.; - Assists in coordinating the efforts and inspecting the work of consulting engineers andarchitects whose services have been acquired for the performance of engineeringprojects; - Provides coordinating technical services and final inspection of major construction andmaintenance projects conducted by the Department of Engineering personnel forhighways, parks and building projects; - Supervises and participates in office operations of the Department of Engineering forpurchasing supplies and equipment, maintenance of equipment, maintenance of filingsystems for correspondence, reference and maps and plans, materials; - Assists in instructing subordinate employees in conducting the work of the Bureau ofEngineering and in the maintenance and operation of equipment assigned to theDepartment; - Supervises and participates in the administration and presentation of applications for stateand federally funded programs for highway, parks and building construction; - Reviews planned building alterations and construction for structural safety and design; - Conducts long range engineering studies to determine future public works constructionprograms; - Supervises and participates in preparation of purchase specifications and analysis ofbidding documents to make recommendation for contract awards for the purchase ofmaterials and equipment for other bureaus and departments; - Supervises and participates in the preparation of engineering cost estimates for proposedprograms and alternatives as requested by other departments and bureaus; - Confers with superiors on a variety of engineering projects dealing with cost projection,work load, feasibility studies etc; - Makes recommendations regarding quality control and efficiency of departmental servicesrelated to engineering functions; - Does related work as required.FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONALCHARACTERISTICS: Thorough knowledge of the principles and practices of engineering andthe sources of engineering data; thorough knowledge of modern engineering methods andtechniques as applied to highway, buildings and related public works project design andconstruction; ability to organize, plan and lay out working details of engineering projects toprofessional and technical subordinates; ability to obtain the cooperation and support of others;skill in conducting engineering research work and in writing technical reports of such studies;initiative and resourcefulness in the solution of engineering problems.MINIMUM QUALIFICATIONS:(a) Graduation from a regionally accredited or New York State registered college or university with a Bachelor's Degree in Civil Engineering or a related engineering field and four (4) years of engineering experience;OR(b) Graduation from a regionally accredited or New York State registered college with anAssociate's Degree in Civil Engineering or a closely related field and eight (8) years of engineering experience; OR(c) Graduation from high school or possession of a high school equivalency diploma and twelve (12) years of engineering experience; OR(d) An equivalent combination of training and experience as defined by the limits of (a), (b) and (c) above.SPECIAL REQUIREMENT AFTER APPOINTMENT: Must obtain license to practice as a professional engineer in New York State within 18 months of employment.
