Since 2016, Correctional Health Services (CHS) has been the direct provider of health care in the New York City jails. Deeply committed to human dignity and patient rights, CHS is part of the NYC Health + Hospitals system and is a key partner in the City's efforts to reform the criminal-legal system. Our in-jail clinical services include medical, nursing, and mental health care; pharmacy services; substance-use treatment; social work; dental and vision care; discharge planning; and reentry support.

Given the high visibility of this initiative, we are seeking the highest caliber health care professionals in key clinical services to staff our Outposted Therapeutic Housing Units (OTxHU). To be located in three NYC Health + Hospital acute care facilities, the OTxHU is a pioneering approach to safely increasing access to high quality clinical care for patients in custody who have complicated health conditions. OTxHUs will bridge the gap in the continuum between care provided in the jails and inpatient hospitalization, with admission to and discharge from the OTxHU in accordance with a patient's clinical needs. CHS will be the primary health care providers on these units and the NYC Department of Correction will provide security and custody management.

The OTxHU at NYC Health + Hospitals/Bellevue in Manhattan will be the first of this unique, groundbreaking project to open with a planned completion date as early as the end of 2024. *To help support continuity of operations and care, staff selected to work in the OTxHU may also be required to work in CHS locations within the jails. Additionally, while CHS seeks the most qualified individuals for these positions, preference will be given to equally qualified, internal candidates.

Position Overview

Under general supervision of the Clinical Director of Mental Health, the Sr. Clinical Supervisor is responsible for the clinical oversight, management, and innovative treatment development for individuals incarcerated in the New York City jail system and housed in our outposted units.

The Senior Clinical Supervisor (Senior CS) is responsible for providing supervision to (non-Senior) Clinical Supervisor/s, including orientation and ongoing support/supervision, providing supervision for licensing hours for pre-licensed psychologists or for LSW looking to obtain a Clinical license, and offering ongoing trainings to the MH service. Additionally, the Senior CS is responsible for maintaining Clinical Supervisor responsibilities including the clinical integrity of the specific program or housing area(s) to which they are assigned, ensuring that all clinicians are providing appropriate and timely clinical interventions and documentation. The Senior CS manages patient admissions and discharges, monitors and engages in treatment, oversees quality assurance, manages on-going training and education for treatment-area staff, performs other managerial administrative tasks including liaising with DOC, and provides direct care to a caseload of complex patients and is responsible for the accompanying medical record documentation. In absence of a Clinical Supervisor, a Senior CS is expected to ensure CS responsibilities are completed.

Responsibilities

  • Develops workflows, policies and quality metrics for their dedicated area in close coordination with the Clinical Director and Chief of Mental Health
  • Recruits, hires and trains staff to provide care in their dedicated area
  • Serve as a clinical leader for the assigned area(s) of responsibility and provide weekly individual and in-person supervision for all assigned mental health clinical staff; review diagnostic, treatment, and level of care decisions and documentation; ensure adherence to policies and procedures; and conduct clinical case conferences
  • Lead daily multi-disciplinary meetings with all mental health staff in the assigned area of responsibility, including DOC when appropriate.
  • Personnel management of the clinical staff, with assistance from the Clinical and/or Medical Directors as needed, including recruiting, mentorship, supervision, and disciplinary procedures

Administrative tasks, including coordinating scheduling and assignment of patient care appointments, scheduling of staff, and management of referrals to mental health service

  • Formulate and implement procedures for operating, monitoring, and evaluating mental health programs and services in assigned area(s) of responsibility
  • Direct clinical care, amount determined by facility needs, a portion of which may include supervision of trainees.
  • Provide supervision to Clinical Supervisors and other staff including for the purpose of licensing hours.
  • Provide ongoing trainings to the mental health service.
  • Develop and lead staff training programs and exercises to maintain a culture of learning and clinical excellence

Provide quality assurance and quality improvement as directed by the Clinical Director of Mental Health

  • Meet regularly with assigned supervisor to provide meaningful input into program design and policy formation
  • On-call responsibilities for 2 weeks at a time, one to two times/year, for off-hours issues that require high level clinical intervention

Other duties as determined by the Clinical Director or Chief of Mental Health

Departmental Preferences

  • Ph.D. or Psy.D. in Psychology
  • At least three years clinical experience working with individuals with mental illness.
  • At least two years of experience working in an institutional or correctional setting.
  • At least on year of supervisory experience.
  • Demonstrate advanced knowledge of psychopathology in assessing patients in need of mental health treatment, including mental status examination and diagnosis.
  • Experience and expertise with administering psychological assessment measures.
  • Excellent interpersonal communication skills and ability to work collaboratively within a multidisciplinary team, as well as with NYC DOC staff.
  • Strong leadership and supervisory skills with ability to identify staff needs and provide mentorship and education to suit those needs.

Corporate title Qualifications

1. Master's Degree in Public Administration, Public Health, Health Care Specialization, Social Work, Psychology or related field; and

2. Three (3) years of increasingly responsible experience in hospital or regulatory agency administration, with particular emphasis on development and evaluation of mental health delivery services; or

3. Possession of a valid license and current registration to practice in a mental health field issued by the New York State Education Department (NYSED).
