Assist county leadership by providing procurement information and advice. Support complex procurement and contracting services. Oversee the development or review of statements of work for solicitations, vendor contracts, and contract negotiations. Assist manager with special or complex projects. Schedule:This position operates on our four-day work week (Monday-Thursday). This position is hybrid, with remote work and in-office work as needed. Compensation:Target Hiring Rate: $103,249-$109,191.50 USD Annual Compensation will be determined based on education, experience, and skills.   • Lead the review and approval of purchase requests to ensure compliance with established policies, procedures, and legal requirements. Approve purchase orders, invitation for bids, and requests for proposals. Assist in obtaining clarification on specifications from departments.
  • Guide purchasing agents on complex sourcing requests to determine the most appropriate method of purchase which may include collaboration with departments. Authorize participation in cooperative bids when it is to the advantage of the county.
  • Oversee the issuance of documents for posted solicitations. Assist and guide Purchasing Agents in the review of vendor responses to solicitations to determine compliance with statement of work specifications and conditions. Authorize participation in cooperative bids when in the best interest of the County.
  • Ensure vendor compliance with contract terms and conditions and confers with legal and Risk personnel to minimize county liability. Review contract and purchase order terms and conditions for appropriateness for specific goods and services.
  • Oversee and conduct pre-bid conferences and public bid openings. Participate in vendor selection and recommendation and assist in contract negotiations.
  • Develop and maintain vendor relations. Coordinate the review of vendor compliance with contract terms and conditions upon request. Review contract and purchase order terms and conditions for appropriateness for specific goods and services.
  • Review and collaborate with internal customers on sourcing requests to determine proper source solicitation and most suitable method of procurement. Oversee vendor selection process and contract negotiations.
  • Serve as designee for purchase order approvals and solicitation activities in the manager's absence.
  • Recommend business process and policy changes to improve the performance of the procurement department.
  • Prepare reports for manager or other county leaders.
  • Ensures compliance with digital accessibility regulations, requirements, standards, and policies of all products and services purchased. Incorporates and defines accessibility requirements and responsibilities into bids and contracts and monitors compliance with contractual requirements related to accessibility. Evaluates capacity of proposed resources to meet accessibility requirements.
  • Supervises staff in area of responsibility. Administers and makes recommendations for routine personnel matters affecting subordinates, including recruiting, interviewing, hiring, training, assigning, scheduling, granting leave, appraisals, and taking corrective action. Conducts performance evaluations and communicates short- and long-term goals and objectives. Submits personnel records and reports as required by the county. Assists and advises subordinates as necessary, resolves problems as non-routine situations arise, and ensures adherence to established policies, procedures, and standards. Communicates changes in policy and procedures to direct reports and implements them as directed.

Minimum Qualifications:
  • Bachelor's degree from an accredited college or university in Supply Chain Management, Business Administration, Finance, or a related field.
  • At least three years of related work experience performing public procurement such as preparing and issuing a variety of competitive solicitations for contracted services
  • 2 Years supervisory experience
  • Or an equivalent combination of education & experience.
Preferred Knowledge, Skills and Abilities:
  • Bachelor's Degree from an accredited college or university in Supply Chain Management, Business Administration, Finance, or a related field.
  • Five or more years of year of related work experience performing public procurement activities: researching and preparing highly complex specifications, solicitations and contract documents
  • Nationally recognized certification (CPPB, CPPO, NIGP-CPP,CPM)
  • Government Procurement experience and working with Federal, State, Local guidelines, policies and procedures.
  • Knowledge of business principles in procurement, business and contract law
  • Advanced oral and written communication skills
  • Supervisory experience in public procurement
  • Workday or other ERP software
