Compensation:

Salary Range $129,713 - $184,109 (Executive - 1096 Hay Points)

Responsibilities:

This position is responsible for ensuring that approved operating vacancies in all NYCT departments, MTA Bus and SIR are filled timely so that agencies are adequately staffed to provide safe and reliable service to the riding public. Direct and oversee hiring list management activities; ensure compliance with medical reclassification and reinstatement policies; and direct the background investigation of new hires and promotions to ensure proper implementation of MTA background investigations policy. This position is also responsible to gather, measure, analyze and present vacancy and hiring data. Develops semi-annual examination schedules and hiring class schedules. Develops and utilizes various metrics to measure the efficiency of Employment Operations processes, including exam development/administration, recruitment and staffing. Conducts trend analyses of Employment Operations data to identify process inefficiencies and/or weaknesses in the hiring supply chain. Makes and implements appropriate recommendations to maintain hiring sources that are sufficient to timely fill vacancies. Provides baseline data on progress to support compliance with NYCT's efforts to reduce provisional headcount

Education and Experience:

1. A baccalaureate degree from an accredited college or university in business administration, public administration, or a related field and twelve (12) years of full-time, paid, related experience, and at least eight (8) years of which must have been in a managerial/supervisory/administrative capacity; or

2. A satisfactory equivalent of education and experience.

Desired Skills:

Knowledge of employment and NYS Civil Service laws

Knowledge of DCAS Personnel Rules and Regulations

Knowledge of NYC Classification system

Knowledge of EEO guidelines and selection processes

Knowledge of core psychometric test development functions in a civil service environment

Excellent project planning, management skills and organizational skills

Excellent oral and written communication, interpersonal and presentation skills

Demonstrated quantitative and analytical skills

Knowledge of the duties and inter-relationships among titles, especially those in the operating departments

Knowledge of MTA's organizational structure

Ability to lead and manage a large staff performing diverse functions

Ability to identify weaknesses in the business processes and development and recommend appropriate solutions

Ability to work in a high-volume production environment with hard deadlines.

Knowledge of developing and analyzing staff forecasting models

Excellent project management skills

Ability to work effectively in a high-pressure and high-profile environment

Demonstrated ability to communicate effectively and work with all levels within the organization and external organizations

Familiarity with MTA's policies, procedures and collective bargaining agreements

Demonstrated computer skills, including PeopleSoft, Microsoft Office
