The Administration for Children's Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services, and provides subsidized child care vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement and programs for youth in the community.
The Division of Policy, Planning and Measurement (PPM) collaborates with every ACS division to guide systems analysis and strategic systems improvement; assure quality of practice at ACS and its provider agencies; professionalize the frontline workforce; bring knowledge into practice; provide research and analytic support; and plan and develop new programs and policies.
The position is part of the Office of Training and Workforce Development, which is housed within the Division of Policy, Planning, and Measurement of the Administration for Children's Services and includes James Satterwhite Academy, the Workforce Institute and institute for Leadership Development. Together, they provide foundational and continuous learning for child welfare and juvenile justice direct service staff and supervisors.
Reporting to the Associate Commissioner, Office of Training and Workforce Development, the Senior Director of Learning and Evaluation will oversee the Director of Continuous Quality Improvement, the Deputy Director of Continuous Quality Improvement, and a team of evaluators. Working closely with the James Satterwhite Academy, the Workforce Institute and Institute for Leadership Development and our CUNY Hunter Silberman School of Social Work partners, the Senior Director will support evidence-informed Child Welfare practice through evaluation, learning, and improvement of internal programs, teams, and processes. To be successful in this role, the candidate must be well-versed in data-driven decision- making, program evaluation, and research methods. The position will interface with ACS and provider agency leadership, the ACS Workforce Institute staff, James Satterwhite Academy staff, and CUNY consultants, to assure good communication and the timeliness of deliverables.

including conducting needs assessments, conceptualizing and preparing proposals, designing research and evaluation studies, instruments and survey items.
* Manage all processes of evaluation and research for complex projects with multiple stakeholders.
* Lead the team to evaluate Child Welfare programs and providing support to internal and external stakeholders with the goal of cultivating continuous learning and improvement.
* Collaborate with internal and external stakeholders and team members to create and/or refine Theories of Change, logic models, program models, implementation plans, evaluation plans, and other foundational evaluation tools or provide evaluation assistance for priorities.
* Co-create and implement evaluation plans and measurement tools including surveys, interview guides, focus group guides, participatory evaluation activities, administrative data tracking tools, and dashboards.
* Prepare short and long reports, publications, data visualizations, and other written reports. Prepare and present on study findings.

Minimum Qualifications
1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to 1 or 2 above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in 2 above. Two years as a City Research Scientist Level I can be substituted for the experience required in 1 and 2 above.

Probationary Period
Appointments to this position are subject to a minimum probationary period of one year.
Preferred Skills
The preferred candidate should have a Master's degree in Social Work or closely related field such as Psychology, Public Health, Public Administration, or Industrial/Organizational Psychology and should possess at least six years of experience in a Quality Assurance or Program Evaluation role, or related human service field, that also includes supervisory experience. The preferred candidate should have a strong dedication to public service and interest in supporting Child Welfare and related topics. The candidate will have excellent interpersonal, writing, collaboration, problem-solving, planning/organizing, and facilitation skills. Experience with Qualtrics and Tableau preferred. Knowledge of and experience with evaluating the following areas is preferred: public child welfare, training design, delivery and transfer of learning, technical assistance efforts, and measuring program outcomes. Passion for participatory learning and using evaluation to improve practice and policy: Strong organization and project management skills ability to work as part of a team, as well as independently to achieve necessary results capability to prioritize tasks and manage multiple projects at one time strong organizational skills excellent personal and professional boundaries and flexibility and willingness to take on other tasks as assigned. The candidate should also be adaptable and flexible to changing environments, as well as open to new ideas and feedback, and have an orientation towards participatory culture, racial equity, and being strengths-based.
