Description Position at MTA Headquarters JOB TITLE: Senior Director, Small Business Mentoring Program SALARY RANGE: $115,000 - $125,000 HAY POINTS: 725DEPT/DIV: Department of Diversity & Civil Rights (DDCR) SUPERVISOR: Deputy Chief Diversity Officer, Small Business Development Programs LOCATION: 2 BroadwayHOURS OF WORK: 9:00am - 5:30pm (7 ½ hours) DEADLINE: Open Until Filled This position is eligible for telework which is currently one day per week. New hires are eligible to apply 30 days after their effective date of hire.SUMMARY:This position supports the Deputy Chief in successfully implementing the MTA's Small Business Mentoring Programs (SBMP) and ensuring the Business Development Consultant understands the program requirements and expectations. The Senior Director, SBMP is responsible for providing direction and ensuring quality control in the marketing, outreach, recruitment, business development, retention, and inclusion of small business firms for participation in the SBMP. The incumbent will provide oversight, track performance metrics for the program, review documents for accuracy, and monitor the Business Development Consultant's performance by conducting regular auditing of program development and delivery. RESPONSIBILITIES:
  • Assist the Deputy Chief with managing the business development consultant and overseeing the day-to-day MTA SBMP activities. Review and submit for final approval invoices and supporting documents submitted for vendor payments, proposals, and work-for-hire agreements for sub-consultants and vendors.
  • Assist the Deputy Chief with the overall development of the MTA SBMP marketing and engagement strategy. Project manage the update of the MTA website with all relevant program requirements and accomplishments.
  • Update the standardized program operating procedures and parameters to ensure that participating firms are afforded opportunities within and outside of the MTA's Small Business Development Programs and implement operational process improvements utilizing a best practices approach to maximize efficiency.
  • Work conjunctively with the Lending consultant to assist SBMP contractors in gaining access to capital and with the Surety Bond Consultant in the management and oversight of the Surety Bond program.
  • Meet the SBMP's commitment and confirm compliance in meeting MWBE/DBE/SDVOB goals per MTA policy and applicable federal and state regulations. Manage internal control and external audit processes, ensuring the successful implementation of all audit recommendations/corrective actions and their completion and submission on or before deadlines.
  • Develop and maintain a business development relationship with program participants through our graduate transition program. Upon program graduation, support the integration of program participants into the procurement process of the MTA's operating agencies.
  • Outlines quality assurance procedures and policies and oversees implementation of such policies.
  • Ensures data integrity and accuracy, prepares reports on the results of quality inspections. Evaluates outcomes of quality inspections and proposes corrective measures.
  • Identify specific construction trades that are or will be inadequately or underrepresented in the SBMP Program. Work with Business Development Consultants to create a plan that addresses how to target those specific industries to address any identified deficiencies.
  • Work closely with the Business Development Consultants to assist with reviewing and determining the subject applicability of training courses. Assist as needed with identifying subject matter experts to support the planning and development of content-specific curricula to improve the performance of program participants.

KNOWLEDGE, SKILLS, AND ABILITIES
  • Independent thinking skills are critical. Must be able to review issues, assess problems and develop clear, concise, and creative recommendations for proposed resolution.
  • Must possess strategic thinking abilities with a demonstrated understanding of decision-making authority and the assumption of formal responsibility for meeting business-unit goals.
  • Must possess strong project management experience and the ability to monitor and manage multiple initiatives concurrently, as well as excellent staff management skills. Must have experience in managing internal and external stakeholders.
  • Must have time management skills as well as the ability to be flexible and creative.
  • Must have proven proficiency in Excel, Word, and PowerPoint.
  • A basic background in D/M/WBE law. A working knowledge of the MTA procurement process and overall understanding of the MTA and its operating agencies operations is a plus but not required.
  • Strong knowledge of Federal and State Law governing D/M/WBE programs and requirements, and base understanding of public benefit organizations is helpful. Excellent oral and written communication abilities are essential. Individual should be a self-starter, able to work under pressure and be extremely detailed oriented.
EDUCATION AND EXPERIENCE: REQUIRED:
  • Bachelor's degree in Business, Transportation, Public Policy or a related field or an equivalent combination of education and experience may be considered in lieu of a degree.
  • A minimum of 8 years of experience in D/M/WBE programs with at least three years of supervisory, leadership, and/or project management experience.
PREFERRED:
  • A related Master's degree in Business, Transportation, Public Policy or a related field may substitute for two years of experience.
OTHER INFORMATION:Pursuant to the New York State Public Officers Law & the MTA Code of Ethics, all employees who hold a policymaking position must file an Annual Statement of Financial Disclosure (FDS) with the NYS Commission on Ethics and Lobbying in Government (the Commission ).
  • May need to work outside of normal work hours (i.e. evenings and weekends)
  • Travel may be required to other MTA locations or other external sites.
