MINIMUM QUALIFICATIONS REQUIRED: High School Diploma or GED Certificate.Bachelor's Degree in Electrical Engineering. Power systems preferred. Master's degree preferred.Professional Engineer license.10 years of engineering and construction experience in the electric utility industry.Knowledge of RUS Electrical Standards and Specifications, National Electric Code (NEC), and National Electric Safety Code (NESC).CAD software experience.Valid Driver's License (subject to motor vehicle record review).JOB RESPONSIBILITIES AND PERFORMANCE OBJECTIVES (Continued):Reviews and approves the technical content of projects for construction or upgrades of applicable electrical facilities including renewable systems.Reviews and approves designs, plans and specifications for electrical facilities assuring compliance with RUS and NTUA standards, integrity of system protection and stability, and consistency in design.Performs load flow studies and circuit modeling for transmission and distribution circuits. Makes recommendations and implements plans for system operating improvements.Performs sectionalizing coordination studies on distribution circuits and transmission lines and specifies improvements needed based upon emergency conditions and the outage report database.Administers and is responsible for the electrical facilities maintenance program which includes distribution and transmission systems equipment and lines, renewable systems. Develops and manages maintenance schedules, tracks, and reports progress.Designs substation facilities as needed to meet capacity requirements in the NTUA service area. Standardizes substation design.Provides electric code and regulations interrelations for the Authority's management and employees.Establishes, reviews and updates standards for the overall design of electrical facilities including transmission, distribution, substation, renewable systems, and addition, modification or upgrading of such facilities.Directs data collection, field information, and data-base input for station load reports, interprets, and analyzes data and makes recommendations to ensure continuous operational capability of equipment, capacity, voltage levels, power factor, etc.Provides leadership in the preparation and forecasting of annual budgets for capital and operations and maintenance.Utilizes planning, load forecasting, econometric and end use modeling to plan needed improvements in system operations and service reliability.Performs project management that encompasses all phases of projects, including, preliminary planning and meetings, designs, materials specifications and procurement, construction, and providing schedules and timelines. Performs monitoring, tracking, and reporting on projects.Works collaboratively with various outside entities on projects, including contractors, consultants, developers, architects, engineering firms, manufacturers, suppliers and stakeholders.Conducts field investigations including investigating service interruptions to perform root cause analysis and providing recommendation of solutions and technical support as required.Performs field work as required, including verifying designs, clearances on existing structures, recommending field modifications, providing construction support.Prepares and implements engineering specifications, proposals and bids, analyzes bids, and reviews and oversees contracts.Provides leadership in the development and completion of Long-Range Plans, Power Requirements Studies, System Loss Studies, four-year construction work plans, forecasting of capital and operations budgets.Acts as a subject matter expert regarding electrical engineering activities.Assists with recruitment, training, and onboarding.Performs other duties as assigned.Navajo PreferenceNavajo Veteran PreferenceThis institution is an equal opportunity provider and employer.
