SUMMARYThe goal of the City of Charlotte's General Services Department is to guide agencies through innovative and efficient deployment of resources to meet their missions and fulfill the needs of the City in a rapidly evolving and complex environment. The Department will design and deliver expanded, shared services across departments and for the City of Charlotte to improve performance and save taxpayer money. General Services consists of capital project management, fleet services, procurement, environmental services, property management, and other support services. The In-House Planning and Design Program within the Engineering Services Division is seeking a Senior Engineer. The selected candidate will play a key role in managing engineering programs and projects, designing transportation infrastructure, and assisting the Program Manager by leading and mentoring their team.This is a wonderful career opportunity for a candidate who has an interest in designing safer urban transportation infrastructure for the City of Charlotte while also mentoring and leading future engineers.We are also offering a $2,000 sign on bonus.
Job Description:Oversees the design, development, implementation, and analysis of technical products and systems in various assignments within the organization. May guide and train less experienced engineers. Has broad knowledge of engineering procedures and assists in the resolution of complex problems. Activities include but are not limited to, analyzing technology trends, designing new products/processes, modifying and improving existing products/processes, developing test procedures. Confers with others in the organization to determine engineering feasibility, cost effectiveness, and customer demand for new and existing products. May be involved in field-testing of products, processes, and/or systems.
Major Duties and Responsibilities: - Assist the Program Manager with planning, implementation, and administration of the division and program projects
- Lead, supervise, and mentor professional and paraprofessional engineering staff
- Act as a visionary leader, build consensus, empower employees, be flexible, and manage conflict as well as meet deadlines
- Provide expert technical advice, information, and consultation in transportation infrastructure design to consultants, contractors, engineers, other City officials, and the public regarding applicable procedures, regulations, and standards
- Serve as a section representative responsible for providing program level administrative support to a variety of programs
- Apply project management skills and principles to execute all phases of multi-faceted capital projects from inception to completion
- Provide extensive public relations and serve as the project liaison to the public, property owners, media, other government agencies, and other City departments/officials regarding assigned projects
- Manage the administrative aspects of assigned projects: negotiate and monitor budget and expenditures, update and monitor project schedules
- Participate in on-going committees related to transportation infrastructure planning, design and implementation processes
- Coordinate with State and Federal agencies for projects with alternate funding sources
- Perform project management skills in an advanced capacity including unique projects with larger scope and more complexity, and/or a high degree of visibility where public relations and perception are of critical importance
- Mentor and supervise engineers as they develop engineering plans, cost estimates, and special provisions for transportation infrastructure projects
- Review and seal engineering plans for various transportation infrastructure projects
Knowledge, Skills & Abilities:- Thorough engineering project management experience demonstrating progressive responsibility in civil engineering or municipal capital improvement projects is required
- Experience in transportation infrastructure projects and City design expectations is strongly preferred
- Demonstration of consistent past project management successes
- Progressively responsible leadership and organizational experience in project management and program administration
- Demonstrated ability to effectively direct and guide teamwork efforts
- Effective verbal and written communication skills
- Ability to work cooperatively and collaboratively with other City employees and the public
- Effective computer skills including proficiency in Microsoft Office Products (Word and Excel), Primavera, Adobe, and Munis
- Ability to plan, prioritize and organize work and complete assignments with minimal supervision
- Ability to lead a project team, supervise staff, and/or serve as a prominent member of a project team
- Thorough knowledge of principles and practices of transportation engineering including modern transportation engineering methods and techniques
- Ability to read and understand complex construction plans and plats
- Ability to plan, direct and manage the preparation of construction plans, cost estimates and specifications
- CAD knowledge required; Experience with Civil3D preferred
- A thorough knowledge of geometric roadway design, hydrology, hydraulics, and construction methods
Preferred Qualifications:- Ten (10) years of experience in civil engineering or municipal capital improvement projects OR Master's Degree in Engineering or related field with eight (8) years experience in civil engineering or municipal capital improvement projects
- 5 years supervisory experience
Minimum Qualifications:- Bachelor's Degree in Engineering or related field with five (5) years of relevant work experience
- Professional Engineering License required
