BASIC FUNCTION:
Under the direction of the Director of Engineering/City Engineer or his/her designee, plan, coordinate and manage public works construction, alteration and installation projects; perform a variety of professional engineering duties in the planning, design, contracting, budgeting, bidding and analysis of assigned projects; review development project applications, conditions of approval, environmental documents, agreements, studies, and maps; train and provide work direction and guidance to assigned personnel.

ESSENTIAL DUTIES:
Plan, review, coordinate and manage public infrastructure construction, alteration and installation projects for an assigned City department; prepare project cost estimates; review bids, recommend contract awards and administer contracts; coordinate resources and information to assure smooth and efficient construction activities; plan improvement projects for system expansion and upgrades for assigned department.
Organize and direct the planning, design, development and implementation of assigned projects; prepare, review and inspect specifications to assure compliance and compatibility with existing systems and applicable codes, standards, specifications and practices; coordinate project research, meetings, conferences, inspections, accounting and close-out.
Coordinate the bidding process for assigned projects; oversee and participate in the assembly and preparation of a variety of bid documents including drawings, calculations, specifications, plans and support materials; assure bid documents, notifications, awards and related materials are distributed to appropriate contractors, outside agencies and personnel according to established timelines.
Train and provide work direction and guidance to assigned personnel; provide technical consultation to City staff, administrators and outside contractors.
Coordinate and schedule construction activities with applicable City divisions, outside agencies and the general public; collaborate with other City departments, outside agencies and contractors in the planning and coordination of assigned projects; organize and conduct pre-construction meetings to provide project information to appropriate staff and contractors.
Review plans, maps and other documents for accuracy and compliance with established engineering practices, standards and specifications; revise plans as appropriate; assure department activities comply with established polices, codes, rules and regulations.
Plan, coordinate and manage the inspection of department projects in progress and upon completion to assure compliance with plans, contracts, specifications and City codes; prepare mandated reports regarding project compliance with City, State and federal codes and regulations.
Coordinate communications and information between administrators, staff, outside contractors, community organizations and the public to ensure smooth and efficient construction operations; resolve issues as appropriate.
Assist in the development and preparation of the budget for department construction activities; monitor personnel, material and equipment needs and provide recommendations concerning Department expenditures; prepare related budget proposals; arrange payments for outside contractors and agencies as directed.
Operate specialized drafting, survey and inspection tools and equipment; operate standard office equipment including a computer and assigned software; drive a vehicle to conduct work.
Prepare and maintain a variety of mandated and requested records and reports related to personnel, department projects and assigned activities.
Coordinate and conduct a variety of meetings; attend City Council and other administrative meetings and provide information concerning department construction, alteration and installation projects; prepare related agenda items, proposals and support materials.

Supplemental Information
EDUCATION AND EXPERIENCE:
Any combination equivalent to: a bachelor's degree in Engineering or related field from an accredited college or university and three (3) years' experience working as a licensed civil engineer performing project design, plan check review, and construction management, with supervisorial responsibilities. Positions in this class may be filled by advancement from the Associate Civil Engineer class.
LICENSES AND OTHER REQUIREMENTS:
Valid California driver's license.
Possession of a valid license as a Professional Engineer (PE) in Civil Engineering by the State of California.

ADVANCEMENT:
Positions in this class may be filled by advancement from the Associate Civil Engineer class.
Eligible for advancement after a minimum of three years experience in the City of Manteca Associate Civil Engineer class.
All performance evaluations while in the Associate Civil Engineer class must be satisfactory or better.
A Masters degree in civil engineering, or related field, may be substituted for one year of experience in the Associate Civil Engineer class.
Appointment to the Senior Associate Civil Engineer class must be recommended by the Director of Public Works.
Recruitments may be extended by the department if a sufficient number of applications have not been received.

CALPERS RETIREMENT PLAN: This position is covered under the California Public Employees' Retirement System. The following plans are applicable:
Classic Tier I: 2.7% @ 55
Employee Contribution: 13.75% (8% member contribution + 5.75% cost-share of employer contribution)
Classic Tier II: 2% @ 60
Employee Contribution: 12.75% (7% member contribution + 5.75% cost-share of employer contribution)
PEPRA: 2% @ 62
PEPRA members shall pay through payroll deduction an additional (7.75) percent toward the employer contribution for a total of (7.75) percent plus fifty percent (50%) of normal cost of their retirement plan as determined annually by CalPERS.
DEFFERED COMPENSATION & SUPPLEMENTAL RETIREMENT PLANS:
457(b) Plan - Employees may voluntarily contribute to this plan and have the option to place 2% stipend directly into your account.
401(a) - Employees will be eligible for Mission Square 401 Supplemental Retirement enhancement. MMA members are required to contribute 1% if they choose to participate in this plan.

LIFE INSURANCE COVERAGE:
Employees shall receive $10,000, plus an equivalent amount to their annual salary of group life insurance coverage upon being employed one full calendar month. The City shall pay all premium costs for life insurance coverage. (Supplemental coverage available)
VACATION LEAVE:
1 - 48 months = 80 hours annually
49 - 96 months = 120 hours annually
97 - 144 months = 152 hours annually
145 months plus =184 hours annually
The maximum vacation accrual limit shall be three (3) times the annual accrual rate.Payment for cashing out up to 80 hours of vacation leave per fiscal year may be made upon request.
ADMINISTRATIVE LEAVE:
Employees will receive 96 hours per fiscal year accures per pay period
Payment for cashing out up to 60 hours per fiscal year of administrative leave may be made upon request
WELLNESS LEAVE: Each employee shall receive 83.2 hours of wellness leave for use in each fiscal year earned with no rollover. There is a cash out option at the end of each fiscal year. Employees hired after July 1 will receive prorated amount after 6 months of employment.
SICK LEAVE:
Employees shall accure shall accrue 96 hours of sick leave annually for each full month of continuous service.
FLOATING HOLIDAYS:
Employees will receive will receive four (4) floating holidays the first pay period in July of each year. Employees will not be allowed to carryover the floating holidays. The floating holidays cannot be cashed out in lieu of taking the day off.

STIPEND:
Effective July 1, 2020, employees will receive a non-PERSable stipend equal to 2% of their base salary. The 2% stipend can be cashed out or placed into a deferred compensation account. An employee hired after July 1 will receive a prorated stipend in the fiscal year in which they were hired.
LONGEVITY PAY:
Employees with over five years of continuous employment with the City of Manteca are eligible to be considered for one longevity bonus per year of 10% of one month's base salary. Employees with ten years of continuous employment are eligible for 20% of one month's base salary.
EDUCATION INCENTIVE PAY: 3% of monthly base rate of pay per month for a Bachelors or Masters Degree. *(If degree is not required for position)
BILINGUAL PAY: 2.5% of monthly base rate of pay per month for Bilingual Pay.
Persons who speak Spanish, Portuguese, Tagalog, Vietnamese, Chinese, Thai, Laotian, Arabic, Punjabi, Farsi, Cambodian, or American Sign Language (ASL) are eligible. An employee is entitled to receive bilingual pay provided that employee has passed an oral proficiency examination as determined by the Human Resources Director and is assigned to provide translation services in addition to other duties contained within their specific job descriptions.
