Job Summary
The Senior Engineer - Traffic Signal provides highly responsible engineering expertise in various planning, design, operations, construction, and maintenance of traffic signal and other transportation engineering projects to develop or maintain the public infrastructure of the City of Dallas.

Overview
The Senior Engineer -Traffic Signal leads a group of junior engineers and technicians; and oversees and directs their efforts for: design, construction and operations of traffic signals and Intelligent Transportation Systems (ITS) projects; review of traffic engineering studies, traffic operations analysis, traffic microsimulation modeling, traffic capacity analysis, traffic signal timing; streetlight projects; review of development plans for signs, signals, streetlighting, pavement markings and traffic control; and associated projects.
Essential Functions
1. Manages, leads, and provides senior knowledge over engineering design and construction contracts of traffic signals, transportation, streetlights and ITS projects Citywide. Reviews and approves Traffic Signal plans for all private and public projects.
2. Manages operations of Traffic Signals, School Flashers and Advanced Traffic Management System Citywide.
3. Develops, designs and reviews engineering traffic signals, ITS, street lighting, traffic control, sidewalks, pavement markings, paving, drainage, erosion control and storm water pollution prevention plans, and project schedules; ensures that proposed infrastructure improvements are of good design quality and that projects are in compliance with City, State and Federal standards.
4. Participates in the development of budget and determining funding; engages, interacts, and collaborates with other departments within the City and external Regional, State and Federal agencies; communicates and provides responses to citizens, council members, developers, and other City departments.
5. Manages the bidding process for all assigned construction contracts; prepares agenda packages, administrative action packages, and administrative change order packages for engineering design contracts, engineering supplemental agreements, construction contracts, and construction change orders and takes lead role in completing the contract execution.
6. Reviews and approves engineering design invoices, engineering design submittals, contractor progress payments, and other construction documents.
7. Provides input into the expansion and enhancement of City's Advanced Traffic Management System (ATMS).
8. Collaborates, engages, and works with consultants, inspectors, contractors, engineers, representatives from other agencies within the City and outside, to successfully complete the design and construction of all traffic signal, street lighting, ITS and related infrastructure projects; performs occasional site visits to verify progress, responds to engineering concerns, and inspects project specifications and budget adherence.
9. Hires, mentors, trains and manages junior level engineers and technicians on the team.
10. Performs any other work as needed or required.
Knowledge and Skills
* Thorough knowledge of City ordinances, design manuals, engineering standards, state and federal regulations, and professional ethics.
* Knowledge of Texas Manual of Uniform Traffic Control Devices (TMUTCD)
* Knowledge of project management and implementation practices and methods.
* Ability to communicate effectively both orally and in writing with a variety of people.
* Knowledge of civil engineering principles including safety, legal, licensing, credentialing, and innovation.
* Ability to establish and maintain strong relationships.
* Knowledge of contract management.
* Knowledge of traffic signal systems.
* Knowledge of traffic signal controllers and traffic signal timing optimization software.
* Knowledge of Computer Aided Design (CAD) software (such as MicroStation or AutoCAD).
* Ability to perform fieldwork in inclement weather conditions.
MINIMUM QUALIFICATIONS:
EDUCATION:
* Bachelor's degree in Science OR Engineering from an ABET accredited university.
EXPERIENCE:
* Five (5) years of experience as a Professional Engineer
LICENSES:
* Professional Engineering License in the State of Texas (Professional Engineers with license/registration from other states must obtain the Texas license within six (6) months after appointment).
* Valid Texas driver's license with a good driving record.
Salary Range
$89,442.77 - $111,803.46
