Minimum Qualifications Current New York State employee with one year or more of qualifying permanent service to a Grade 13 or above and eligible for transfer under Section 70.1 of the NYS Civil Service Law.
NY HELPS Qualifications:
Senior Engineering Technician (Full Level) SG - 13:
High school graduation or equivalent and two years of full-time satisfactory experience assisting in engineering or engineering technology, engineering management technology, architecture or architectural technology, environmental technology, landscape architecture/design, materials laboratory technology, drafting or surveying.
Engineering Technician Trainee: (Trainee Level) SG - 08:
One year of experience assisting in engineering, engineering technology, engineering management technology, architecture or architectural technology, environmental technology, electronics, electronics technology, landscape design, materials laboratory technology, drafting or surveying; and graduation from high school or possession of diploma issued by a recognized educational authority.
If hired as a Trainee, successful completion of a 1-year traineeship will be required before advancing to the full-level Senior Engineering Technician, SG-13.
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.
Duties Description The Senior Engineering Technician (SET) under the general direction of a Professional Engineer 1 in the Structural/Highway Design Bureau, provides work of moderate complexity associated with bridge rehabilitation and/or replacement projects.
An SET is needed to perform essential duties necessary for the Structures/Highway
Bureau to deliver its projects properly and efficiently.
On a day-to-day basis, an SET assists senior level engineering staff by performing any
of the following tasks:
* Gathering necessary technical data and reports
* Participating in field visits and surveys
* Preparing drawings, estimates of quantities, cost estimates, reports, etc.
* Performing moderately complex design calculations
* Operating computer software, and assembling contract documents (plans, specifications, and estimates) for lettings

Sick Leave is credited at the rate of one-half day each biweekly pay period up to a total of 165 days.
Sick Leave Incentive Plan - Employees who have not accumulated 165 sick days and have not used sick leave during the periods of January 1st to June 30th or July 1st to December 31st, each year, may receive two days of pay for each six-month period. Employees who have a sick leave balance of 165 days, and continuously maintain that balance for each six-month period, may receive four days of pay for each six-month period.
Employees with 20+ years of continuous Authority/State service may receive up to an additional five days of vacation leave accruals annually.
Membership in the New York State and Local Retirement System, as well as optional enrollment in the NYS Deferred Compensation Plan.
Tuition Assistance Program which reimburses 90% of tuition costs for approved courses up to 15 credit hours per year.
New York's 529 College Savings Program, which provides New York families with a tax-advantaged way to save for college.
Flexible Spending Program, which allows employees to set aside pre-tax payroll deductions for eligible health care and dependent care expenses.
Service Award Payments - Upon completion of 10 years of Authority service, eligible employees will receive a 10-year Service Award Payment. Payments are then awarded every five years as noted in the contract until 30 years of Authority service is reached. Service Awards have a positive impact on retirement.
Employees are paid bi-weekly, with no lag time.
Some positions will be eligible for downstate and/or geographical pay depending on location and title.
