Position Type: Engineering/Senior Engineering TechnicianDate Posted: 8/21/2024Location: EngineeringTown of Vernon Department: Engineering Job Title: Senior Engineering Technician Bargaining Unit: Professionals - view contract - Wage Classification: N-7 - $34.75 - $41.10 Hours: 35/week - 4 day work week Monday - Thursday General Statement of Duties: Performs a variety of technical field and office engineering work. Provides technical assistance, engineering drafting, surveying, design and inspection of public works construction projects. Performs inspections of various types of projects (public works projects, permit inspections, site inspections of planning and zoning and wetlands projects). Provides administrative assistance for project records, inspections and permit and license issuance. Supervision Received: Receives general supervision from the Town Engineer. Supervision Exercised: Provides general and task supervision to technical assistants and clerical staff. Essential Job Functions: Drafts original and updated property maps form current and previous survey notes, maps, deeds and other related information. Prepares sketches, maps and reports. Performs work independently: establishes priorities within work assignment. Reports work accomplished to the Town Engineer. Provides technical assistance in the preparation of plans, specifications, designs and cost estimates for public works projects. Performs mathematical computations in survey, design and estimating work. Performs construction inspections for public works projects to ensure conformity with construction bid documents, plans and specifications under the general direction of the Town Engineer. Issues license and permits for construction work within town rights-or-way, and makes follow-up inspections to assure compliance with regulations and specifications. Performs administrative duties in maintaining project records, and conducts site inspections for compliance to Planning and Zoning and Wetlands approved projects. Performs duties as instrument person or rod person, as needed, in land survey work. Responsible for care and maintenance of all field equipment in general use. Performs sedimentation and erosion control site inspections. Performs other administrative duties and field work as directed by the Town Engineer. Regular and punctual attendance. Other Job Functions: May stake sites for construction work by Town maintenance forces and/or contracted construction projects. Assists public by providing information and technical assistance regarding permits, construction activity or rights-or-ways. Performs sanitary sewer building connection inspections. Receives, records and processes license and permit fees. Investigates citizen complaints as assigned. Assist in compilation of supporting material and the preparation of mandated reports, such as MS4 Annual reports. Outdoor work is required in the inspection of various developments, construction sites, commercial areas, residential neighborhoods, and village centers. Some office work is required including filing, reporting, writing letters, making phone calls, corresponding via e-mail and meeting with complainants, property owners, and violators. While performing the duties of this job, the employee is frequently required to climb, balance, walk, stand, reach with hands and arms, use hands to finger, handle, feel or operate objects, tools or controls, talk and hear. The employee is occasionally required to stoop or kneel. The employee must occasionally lift or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception and the ability to adjust focus. The noise level in the work environment is usually quiet in the office and moderate to loud in the field. MINIMUM QUALIFICATIONS Knowledge, Skills and Abilities Required: Working knowledge of civil engineering principles and practices. Working knowledge of OSHA regulations and standard field safety practices. Ability to use drafting equipment, as well as calculating and survey equipment. Ability to use electronic engineering equipment and personal computers including laptop computers. Ability to or acquire skills to use computer aided design (AUTOCAD), spreadsheets (MS-EXCEL), word processing (MS-WORD) software. Ability to make accurate cost estimates. Ability to acquire a working knowledge of current the State standard specifications for roads, bridges, and incidental construction. Ability to acquire a working knowledge of current State Statues, State DEEP Regulations and Town of Vernon Regulations. Experience & Training: Requires a High School Diploma and an Associates Degree in Civil Engineering, with course work in environmental planning and land surveying and two years of related experience, or an equivalent combination of education and experience. License or Certificates: Connecticut Motor Vehicle Operators license. Ability to acquire a NICET certification within two years of employment.
