Description: The Office of Population Health Sciences (OPHS), which sits within the Office of the Vice Chancellor for Health Affairs (OVCHA) at UIC. The Institute of Healthcare Delivery Design (IHDD) applies human-centered design to healthcare delivery to break down barriers to accessing quality healthcare and to make healthcare systems, services, and experiences that fit people and enhance lives. The Senior Financial Analyst directs financial operations for IHDD and manages the financial aspects of contract revenue including: accounts receivable, general accounting, budgeting, auditing, financial planning, forecasting, and reporting. Part of the OPHS finance team, they work closely with OVCHA and UAFR to ensure compliance across the unit. Duties & Responsibilities:
  • Establishes policies, procedures, and guidelines to govern the unit's performance of analytical projects; monitors effectiveness of current policies and procedures and their impact on departmental financial success; ensures compliance with all applicable federal and state regulations and University policies and procedures;Create processes for and manage IHDD financial reporting, including annual budgets, regular updating and tracking of budget, cash flow reports, etc.
  • Performs complex financial analyses, planning projects, program evaluation studies, and computer-based modeling projects assigned to the unit; Manage revenue program accounting, ensuring compliance with contract, university guidelines, and general accounting principles. Prepare and analyze reports regarding project budgets, projections, and expenditures.
  • Work within OPHS and OVCHA on joint budgets and financial reporting as needed.
  • Create and manage a financial growth model for IHDD, conduct analyses to make financial forecasts, and report on growth model scenarios to IHDD leadership.
  • Manages OPHS-IHDD contracts and provides recommendations regarding terms of renewal; Manage the creation and routing of client revenue contracts within the University's Contracts+ system.
  • Manage the creation of self-supporting funds for revenue contracts and work with IHDD project leads to ensure accuracy of charges applied to those funds.
  • Create and manage financial control mechanisms for IHDD; Manage IHDD client invoicing and payment tracking.
  • Resolve issues related to accounting, record keeping and other activities. Research and respond to inquiries from clients, departments, and university offices.
  • Assist with the creation and organizational adherence to any financial policies, procedures, applicable state/federal regulatory compliance, and internal controls to remain consistent with State of Illinois/University of Illinois policies and procedures.
  • Support any internal or external audits of IHDD finances. Promote the overall financial well-being of IHDD.
  • Perform other related duties and participate in special projects as assigned.
  • Minimum Qualifications Required: 1. Any one or combination totaling four (4) years (48 months) from the categories below: A. college course work comparable to that in a field related to financial analysis/planning such as accounting, business administration, economics, finance, statistics, or a closely related field
    • 30 semester hours equals one (1) year (12 months)
    • Associate Degree (60 semester hours) equals eighteen (18) months
    • 90-semester hours equals two (2) years (24 months)
    • Bachelor's Degree (120 semester hours) equals three (3) years (36 months)
    • Master's Degree equals four (4) years (48 months)
    B. work experience in developing financial or economic analyses, research designs, strategic plans, or data models. 2. Two (2) years (24 months) of professional level progressively responsible financial work experience, of which one (1) year (12 months) must have included supervisory or functional oversight experience. Preferred Qualifications:
    • Bachelor's degree in Healthcare Administration, Public Health, Business Administration, Management or in a related field.
    • Experience with accounts receivable and/or managing self-supporting funds in an academic or non-profit environment preferred.
    • Master's degree preferred.
    • Knowledge of University financial systems (Banner, IBuy, Eddie, Contracts+, MyUI Financials, Chrome River etc.) preferred.
    • Skilled in identifying opportunities for new revenue generation and improving efficiency of operations.
    • Problem-solving ability, including the ability to analyze complex situations, identify resources, and imagine alternatives.
    • Time management skills with the capability to prioritize among multiple requests from multiple individuals and the ability to change direction in response to a fluctuating work environment.
    • Excellent oral and written communication skills.
    • High personal work standards and sense of urgency about results.
    • Demonstrated ability to work collaboratively with others and build relationships across multiple stakeholder groups and various levels of the organization.
