JOB SUMMARY: Provide general guidance and support to staff regarding various HR functional areas, policies, procedures, and employment laws, including: recruitment, employment, compensation and benefits. Provide mentorship and support to other positions within the HR department.POSITION REQUIREMENTS:JOB KNOWLEDGE, SKILLS/ABILITIESKnowledge* Bachelor's degree from an accredited university required; major in human resources or other related field preferred.* Three to five years of progressive human resource experience required.* Professional HR certification (SHRM-CP or PHR) preferred.* Strong knowledge of HR best practices and employment-related regulations, including ACA, ADAAA, FLSA, PIA, HIPAA, COBRA, FMLA, PWFA, PUMP, Texas Workers Compensation Act, and other employment laws.* Experience with HR Management System, with strong understanding of system workflows and structure.* Job analysis and compensation experience preferred.* Experience with data analysis and developing meaningful measures.Skills/Abilities* Strong interpersonal and communication skills, with the ability to explain complex policies clearly and effectively in verbal and written form.* Strong attention to detail and the ability to produce accurate/error-free work.* Exceptional customer service skills and the ability to express/demonstrate empathy.* Strong organizational skills, including the ability to manage time, prioritize tasks, and effectively manage records and data.* Ability to adapt to unexpected situations or assignments and meet deadlines.* Analytical and critical thinking skills with ability to make connections between individual work and organizational goals and objectives.* Proficiency with standard functions within applications such as Microsoft 365/Google, (word processing, spreadsheets, presentation software), e-mail, web browsers, and databases.* Proficiency with computers (PCs and/or MACs) to include file and desktop management and operations, and working in a cloud-based and/or networked environment.* Exceptions to these requirements will be considered based on exemplary skills, training, and record of success.PRODUCTS/OUTCOMESRecruitment/Employment* Administer all aspects of recruitment processes by working with supervisors to post, advertise, and monitor vacancies, and by assisting job candidates with successful application submission.* Evaluate the effectiveness of recruiting plans and recommend changes as needed.* Work with supervisors and leadership to determine immediate and future staffing needs (i.e., succession planning).* Serve as the subject matter expert in assisting supervisors with maintaining legal compliance throughout the recruitment process; educate supervisors on applicable laws, policies and procedures; offer suggestions and best practices to recruit top talent.* Maintain and enhance ESC-20 employment webpages and post jobs on external websites and social media.* Develop and execute recruiting plans for leadership-level postings; advise leadership on best practices; assist with applicant screening matrices; serve on interview panels.* Ensure collection and records management of job vacancy artifacts.* Administer background check processes (e.g., Department of Public Safety Criminal History Record Information, TEA Do Not Hire Registry, etc.).* Administer fingerprinting processes for Independent Contractors, Adjuncts, and Irregular Part-Time (IRPT) employees.* Administer the applicant skills assessment process.* Purge inactive electronic applications according to Records Management Plan.* Process Public School Service Records for transfer of State Sick Leave and State Personal Leave.* Maintain supervisor workflow tables for leave requests in ASCENDER.* Process Office of Attorney General new employee reporting.* Administer the H-1B and Visa processes for sponsored employees.* Process Employee Data Changes.* Maintain thorough and accurate records and employee data to meet internal and external reporting requirements.* Complete employment-related surveys and required reports.Job Analysis & Compensation* Conduct job analyses and create and review job descriptions; ensure adherence to ESC-20 guidelines and accuracy of job duties.* Perform job classifications.* Determine worker classifications (e.g., employee vs. independent contractor, etc.)* Maintain Job Description Guidelines document.* Ensure annual collection of signed job descriptions.* Assist in compensation administration, competency level reviews, and employee salary calculations, providing detailed and accurate information and data.* Advise employees and supervisors regarding salary system administration and compliance with labor and employment laws.General HR Functions* Provide guidance and support to all staff regarding various HR-related functions: HR operations, recruitment, employment, benefits, compensation, employee relations, and compliance with policies, procedures, employee handbook, and employment laws.* Conduct New Employee Orientation (NEO) for areas of responsibility.* Develop and maintain HR process documentation for areas of responsibility.* Produce HR analytics and statistics as needed for various reports.* Maintain internet/intranet content in all areas of responsibility.* Ensure records in areas of responsibility are maintained according to the Records Management Plan.* Prepare Board Agendas as needed for items related to areas of responsibility.* Cross-train in and serve as back-up for other human resource functional areas.INITIATIVE* Demonstrate initiative, persistence, and a proactive approach to assigned responsibilities.* Demonstrate the use of sound judgement and ingenuity in problem solving to meet the needs of the Center and clients served.* Seek, participate, and engage in job-related learning and development experiences that provide professional growth.* Remain current with industry standards, developments, and applicable laws/regulations; occasional standing, bending/stooping, pushing/pulling, and twisting.* Motion: Repetitive hand motions including frequent keyboarding and use of mouse; occasional reaching.* Lifting: Light lifting and carrying (less than 15 pounds); occasional heavy lifting/carrying (15-50 pounds).* Environment: This role primarily operates in an in-person, dynamic office setting, characterized by frequent verbal communication, movement, and collaboration among team members (small to large in-person gatherings/meetings); exposure to low or intense illumination; exposure to office equipment noise; may work prolonged or irregular hours; occasional travel; and, occasional remote work (after pre-determined length of employment).* Mental Demands: Work with frequent interruptions; maintain emotional control under stress.ADDITIONAL REQUIREMENTS* Champion and model the Center's Mission, Vision, Core Values, and Service Standards.* Function within the policies and procedures of ESC-20.* Accept other responsibilities as assigned.* Dress and groom appropriately for the ESC-20 work setting.* Travel independently to fulfill responsibilities of the position.* Maintain regular and reliable attendance, majority in-person/onsite.* Serve at the will of the Executive Director.
