This is a lead worker position who will provide technical and functional oversight to other team employees while performing a variety of field maintenance activities for public infrastructure such as streets, parks, flood control, sanitary sewers and pump stations, vehicles, equipment and buildings. The focus of positions assigned to this class is to provide technical and functional oversight and to perform field maintenance activities in streets, flood control facilities, sanitary sewers and pump stations, parks, vehicles, equipment and buildings.The incumbents may participate in the development and oversight of specific departmental goals, objectives, and priorities. Incumbents exercise independent judgment in applying policy and goals to resolve specific organizational and service delivery problems and to ensure that assigned tasks are completed in a timely and efficient manner, consistent with defined policies and regulations.SUPERVISION EXERCISED AND RECEIVEDReceives general supervision from mid level Public Works Management.Exercises technical and functional oversight over maintenance staff. Examples of Duties
  • Plan, prioritize, coordinate, organize, assign, review and participate in the work of staff responsible for providing field maintenance services and activities, including maintenance and repair of streets, flood control systems, sanitary sewer systems, equipment, parks and landscape, and emergency response.
  • Participate in development of departmental goals, objectives and priorities for each assigned service area and function; participate in development of department work plan, service levels and staffing requirements.
  • Participate in development of procedures for achieving departmental goals, objectives and priorities.
  • Assist in planning and layout of maintenance work projects; prepare time, material, and equipment estimates for assigned jobs; requisition materials, parts and supplies as required to ensure items are received in a timely fashion to meet established schedules; select appropriate equipment and materials to complete work in compliance with established standards, specifications and instructions.
  • Maintain records of projects, activities, and materials used; monitor the maintenance of time, material, and equipment use records.
  • Inspect and verify work in progress and completed work of assigned employees for accuracy, proper work methods and techniques, and compliance with applicable standards and specifications.
  • Remove stoppages, clean, maintain and enact preventive maintenance of the storm collection system; repair, install and maintain flood control pumps and flood gates.
  • Assist in investigation of accidents, equipment failures, and emergency calls.
  • Oversee and participate in the use and operation of tools, equipment, and vehicles; ensure that tools, equipment, and vehicles are safely operated, maintained, and secured when not in use; schedule the service, repair, and replacement of tools, equipment, and vehicles.
  • Respond to and resolve inquiries and complaints.
  • Coordinate assigned services and activities with those of other departments, outside agencies, and the general public.
  • Supervise in the applicable maintenance of parks and right of ways.
  • Clean, maintain and repair landscape areas, fences, walkways, playground and other park and recreation facilities; plant shrubs, flowers and trees; repair vandalized facilities; removes trash from facilities.
  • Perform a variety of grounds maintenance work; assist with installation of equipment.
  • Oversee the cleaning of Town streets and parks including removing brush, debris, and leaves.
  • Install, maintain and repair water lines and associated equipment, such as drinking fountains, irrigation and sprinkler control systems; perform plumbing repairs, including cleaning plugged drains and troubleshooting electrical systems, replacing of water lines, and replumbing as required.
  • Perform minor repairs and maintenance on equipment; check tires, oil, lubricant, and water levels,
  • lights, and fuel; wash, lubricate, and adjust equipment; change tires.
  • Maintain shop and storage areas used in performing assigned tasks; maintain cleanliness of work area and associated equipment.
Typical Qualifications Knowledge of:
  • Operations, services, and activities of comprehensive street maintenance, repair, and construction.
  • Operational characteristics of maintenance and construction materials, equipment, and tools.
  • Types and level of maintenance and repair activities generally performed on municipal infrastructure.
  • Occupational hazards and standard safety precautions necessary in the area of street maintenance.
  • Principles of providing project oversight and training.
  • Pertinent Federal, State, and local laws, codes, and regulations.
  • Modern office practices, methods, and computer equipment.
  • Principles and procedures of basic record keeping and reporting.
  • Safe driving principles and practices.
Skill to:
  • Operate a wide variety of equipment and tools used in maintenance, repair, and construction in a safe and effective manner.
  • Operate modern office equipment including computer equipment.

  • Ensure the maximum utilization of manpower, equipment, and supplies.
  • Accurately determine project material needs.
  • Respond to requests and inquiries from the general public.
  • Independently perform the most difficult maintenance, repair, and construction duties in the area of work assigned.
  • Exercise good judgment, flexibility, creativity, and sensitivity in response to changing situations and needs.
  • Communicate clearly and concisely, both orally and in writing.
  • Establish, maintain, and foster positive and harmonious working relationships with those contacted in the course of work.
Experience and Training Guidelines:Any combination equivalent to experience and training that would provide the required knowledge, skills, and abilities would be qualifying. A typical way to obtain the knowledge, skills, and abilities would be:Experience:Two years of progressively responsible field maintenance experience.Two or more years of progressively responsible experience in maintaining sanitation and sewer systems is highly desirable.Training:Equivalent to the completion of the twelfth grade.License or Certificate:Must be able to obtain a class B driver's license within one year of date of hire.
