The San Diego County Water Authority is an independent public agency that serves as San Diego County's regional water wholesaler. The mission of the Water Authority is to provide a safe and reliable water supply to its 23 member agencies serving the region's $268 billion economy and 3.3 million residents.

The Water Authority is executing a long-term strategy to diversify the region's supplies, make major investments in the region's water delivery and storage system, and improve water use efficiency. Through dynamic leadership, thoughtful planning, and prudent fiscal policies, the Water Authority is cost effectively managing the region's water portfolio, while continuing to diversify supplies to enhance current and future reliability.

The Engineering Department

The Engineering Department is responsible for the design and construction of regional water facilities in the Capital Improvement Program (CIP); rehabilitating or replacing facilities identified as part of the Asset Management Program; identifying and employing value engineering of design concepts to optimize facility and aqueduct system performance; managing major emergency facility repairs; and providing overall CIP programmatic monitoring and controls. It also manages the Water Authority's real estate interests by acquiring, disposing of, and leasing real property; patrolling and managing 168 miles of right of way; and providing survey services. In addition, the department provides technical support to other agencies, departments, and member agencies. The Water Authority's Energy Program also resides within the Engineering Department, focused on developing low-cost energy supplies, generation, and storage opportunities; improving the Water Authority's energy resilience fostering collaborative energy relationships; and supporting the Water Authority's legislative energy initiatives.

The Ideal Candidate

The Senior Management Analyst prepares, completes, and oversees a wide variety of complex procurement, contract administration, professional administrative, fiscal and budgetary functions, such as procurement and contracts. The Senior Management Analyst will also oversee the maintenance, development, and use of computerized databases related to program, project, or document tracking.

The ideal candidate will have solid public sector administration, procurement, policy, and fiscal or budget experience. They will also be familiar with documenting business processes, policies, and procedures. The successful candidate will exhibit political acumen, excellent judgement and proactive problem-solving skills. This person will excel in working collaboratively with a wide range of stakeholders with different skills and needs, and possibly conflicting priorities, to achieve successful outcomes.

Key Qualifications
  • Demonstrate knowledge of and/or experience with public works contracts including but not limited to prevailing wage, apprenticeship, and labor compliance laws and regulations.
  • Possess strong analytical and critical thinking skills with the ability to interpret and explain documents, contracts, codes, and statutes.
  • Have a broad perspective and understand importance of details.
  • Possess the ability to provide program, project, or work oversight, direction, training and work assessment of staff or contractor-support team members on a project or day-to-day basis.
  • Have knowledge of professional service and construction contracts, project specifications, and public works administration, including but not limited to, preliminary notice and stop payment notice processes; progress payments.
  • Have knowledge of California Public Contract Code, particularly as it relates to public works projects.
  • Be able to prepare program status, milestone, or progress reports and/or presentations to supervisors, managers, executives, Board of Directors and/or public.
  • Maintain flexibility and have the capacity to comfortably adapt to and manage change in a fast-paced and evolving workplace.
  • Have the ability to perform increasingly difficult and complex business or management studies.
  • Have the ability to assess, recommend, and reconcile business workflow or operations issues to meet customer needs.
  • Have an understanding of and ability to perform records management functions, such as administering physical or electronic document management programs and public records requests.
  • Demonstrate the ability to analyze pending legislation and/or conduct research to assess impact to Water Authority goals, and assist the Engineering Department in compiling, presenting, and executing the department's operating plan and the agency's Business Plan.
Distinguishing Characteristics

This is the advanced, journey-level class in the Management Analyst series. Incumbents are fully competent to independently perform responsible and complex analytical work in support of a department or Water Authority-wide program. Assignments are typically received in broad outline form, and incumbents are expected to act independently in developing applicable resources and information. Projects may include statistical analysis, policy, procedures, budget development, regulatory analysis or other areas specific to the assignment. Incumbents are expected to exercise independent judgment in selecting study approach and analytical techniques and in making sound recommendations based on study results.

Representative Duties

  • Provides work oversight, direction, training and work assessment of professional support staff on a project or day-to-day basis.
  • Plans, organizes, coordinates, directs or conducts detailed administrative or management studies relating to the activities or operation of the Water Authority or an assigned department or function; determines analytical techniques and statistical and information-gathering processes and obtains required information and data for analysis; analyzes alternatives and makes recommendations regarding such areas as staffing, budgeting, cost analysis, cash flow estimates, productivity, work flow and design, contracting, records retention, and policy or procedure development or modification; discusses findings with management and prepares reports of study conclusions; makes presentations of study results and recommendations; assists in developing and implementing program or functional goals and objectives; conducts a variety of special projects and programs related to the functions of the department or specific projects.
  • Monitors performance and progress in executing departmental goals and objectives, as well as reports on assigned program implementation progress, financial status, and achieved milestones; performs analytical assignments in conjunction with detailed tactical or project planning and plan implementation; prepares periodic reports and presentations on progress.
  • Designs and develops report formats to meet management and Board information needs; works with Information Systems and/or contractors to develop or modify systems to provide required data; tracks and reports on program implementation.
  • Assists in and/or leads the development, review, analysis, and administration of the program and/or contract budgets, analyzing current and historical trends, evaluating variances, and improving cost effectiveness; investigates and evaluates the need for changes in resource or budgetary allocations during the fiscal year; reviews and evaluates contractor requests for resources.
  • Attends meetings, in office and/or in field, with officials of other governmental agencies, business and community groups, contractors, workers, staff, and the public regarding assigned projects; responds to requests for information from the public on Water Authority or department programs or projects; attends professional organization trainings.
  • Acts as project manager and coordinates planning, analysis and development for special projects and studies; evaluates projects by conducting programmatic and financial evaluation and reviews.
  • Assists in obtaining grant funding and in the administration of grant programs; writes funding agreements as needed.
  • Compiles, analyzes, and prepares data and develops training materials in support of programs, policies and procedures, as well as presentations of findings and recommendations.
  • Provides instructions, analyses and guidelines on program or project compliance requirements and state and federal laws and regulations.
  • Performs analyses of program internal-control deficiencies and needs and develops resources and information that address the issues.
  • Serves as liaison between contractors, vendors, outside agencies, and other Water Authority departments.
  • Reviews solicitations, contracts, and proposed activities to recommend appropriate requirements.
  • Coordinates and reviews the work of staff and contractors engaged in program coordination and data collection; reviews and analyzes issues.
  • Assists in the evaluation and selection of consultants retained to perform specialized and complex technical studies and analyses of issues; establishes project schedules; assists with developing requests for proposals, project and funding proposals, and scopes of work; supports negotiations and administration of contracts; reviews work in progress and final draft work products.
  • Implements and processes various public works construction processes, such as coordinating and processing progress payments, contractor substitutions, stop payment notices, and notices of completion.
  • Assists with various procurement activities and contract administration.
  • Drafts and processes contract authorizations, amendments and change orders according to established procedures and policies.
  • Coordinates and participates in meetings and drafts and processes meeting minutes.
  • Processes and tracks program, project, construction, and department documents.

Optional Hybrid Work Schedule:

The Water Authority has embraced a hybrid work schedule to offer employees flexibility and work-life balance. An option to telework up to one day per week may be available for this position. Employees authorized to telework must be able to report to Water Authority facilities as needed, depending on the operational needs of the department and/or area of assignment. Additionally, employees assigned to work at the Kearny Mesa office work a 9/80 schedule, where the entire facility is closed every other Friday. While onboarding and training, the successful candidate may be required to work primarily onsite before establishing a hybrid work schedule.

The qualification guidelines generally describe the knowledge and ability required to enter the job in order to successfully perform the assigned duties. Any combination of experience and training that would provide the required knowledge, skills and abilities will be considered.

A Bachelor's degree from an accredited college or university with major course work in business administration, public administration or a closely related field supplemented by four years of professional experience in administration and management analysis.

Licenses and Other Requirements

A valid California driver's license and the ability to maintain insurability under the Water Authority's Vehicle Insurance Policy.
