Job Description:

Overview

The Senior Management Assistant is responsible for providing administrative support to Animal Care Services by developing and coordinating O&M and Capital budget support; develops, execute, controls and reconciles O&M budget along with reviewing Capital Improvement Program (CIP) budget expenditure and estimates revenues and monitor expenditures relative to revenues.

Responsibilities

* Plans, organizes, directs and monitors Animal Care Services annual budget using control amount, historical trends, operations, customer engagements and revenue projections.

* Applies policies, procedures, practices, standards and applicable regulations to develop the ACS operational budget

* Performs budget and cost estimate, formulation, resource analysis, operating programs, and total program cost considering numerous variables.

* Executes authorized and approved budget and monitoring to identify variances and revises budgets to reflect potential variance in expenses

* Establishes and maintains a chain of custody accountability procedures for capital items, electronic/technology items, computer peripherals; procedures for properly disposing of items that are excess to the department's needs

* Follows city procedures for procuring goods and services

* Approves reimbursement requests and serves as P-card Coordinator and travel proxy for the department

* Assist with overseeing inventory for all divisions of the department including uniforms, food, and all other necessary tools and equipment needed for the department.

* Coordinates development and preparation of service contracts needed to complement force account work effort

* Work closely with purchasing and capital programs on awarding new contracts or exercising options on existing contracts.

* Validates invoices for payments.

* Coordinates and provides support on a myriad of miscellaneous services, including scanning, records management, information storage, computer and peripherals management, telecommunications management, presentations development, preparing charts and graphs, performance metrics displays, and assist the ACS Business Partner with coordinating and preparing interview materials, and finalizing department memo requests.

* Performs other related duties and fulfills responsibilities as required.

Position Type and Typical Hours of Work

* Exempt - Full-Time

* Flexibility to work evenings, weekends, and holidays is a schedule requirement

* In the event of an emergency, employees are required to work to provide for the safety and well-being of the public, including the delivery and restoration of vital services.

Minimum Qualifications

* Bachelor's degree

* Three (3) years of experience

Licenses and Certifications

Required

* A valid driver's license is required; successful out-of-state candidates must be able to obtain a valid Texas driver's license within 90 days of hire

Basis of Rating

A recruitment consultant will evaluate all applications against the posted qualifications. The city may also conduct additional skill assessment tests, in addition to the panel interview.
