PFM has an opening for a
Senior Managing Consultant (Project Manager) to support groups within our financial advisory practice. This position is based in our Philadelphia, PA office and may work a remote or hybrid work arrangement; travel to client sites may be required on occasion.
RESPONSIBILITIES- Develop complex financial models to: 1) deliver bond proceeds investments recommendations to clients, and 2) to assist PFM's financial advisory project managers meet internal needs of the business and provide industry leading service to clients. Examples include cash-flow/budget projection models, debt capacity models, debt structure evaluation and optimization models, and derivative product (swap) structuring and analysis.
- Develop and run procurement processes for bond proceeds investments including escrows and structured investments
- Prepare comprehensive reporting on bond proceeds investments strategies to help clients comply with all applicable IRS regulations
- Develop and maintain relationships with current and prospective clients
- Provide analytic and project management support for financial advisory and derivative products client engagements and marketing activities, including debt transaction advisory services.
- Assist in the development, distribution, and implementation of thought leadership initiatives across PFM through its structured products, quantitative strategies, and swap advisory practices.
- Mentor and teach analysts on your team
- Ensure compliance with matters related to regulatory rules and regulations
MINIMUM QUALIFICATIONS- Bachelor's degree
- Five years of public finance experience in an advisory, municipal, banking, legal, or rating capacity
OTHER QUALIFICATIONS- Advanced knowledge and skills in Excel and financial modeling
- Strong skills in DBC and/or DBC PortOpt
- Willingness and ability to learn new financial modeling software and programing tools, including What's Best! linear optimization software, MBRM derivative software, and VBA programming. While prior experience in these areas is not a prerequisite of this position, candidates should be eager to learn new tools that may be utilized as part of this position
- In-depth knowledge of public finance, the municipal bond market, and many forms of debt issuances
- Relevant graduate degree and/or CFA charter preferred
- Ability to manage multiple projects simultaneously
- Ability to manage client relationships with client staff, elected officials, and any other stakeholders
- Written and oral communication skills to explain complex financial issues to non-experts
- Ability to manage and delegate tasks to your team
- Ability to review and edit client deliverables with a high degree of attention to detail

PFM's Structured Products Group (the SPG ) is currently building out the capabilities to provide a comprehensive set of services related to bond proceeds investments including the competitive procurement of securities for escrows, construction accounts, capitalized interest funds, reserve funds, etc. We expect to be able to offer these services to our clients beginning on December 9, 2024. For each client, we will carefully consider their investment objectives, permitted investments, liquidity needs, and arbitrage rebate and yield restriction constraints (as applicable). We will draw on live market information from Bloomberg and utilize a combination of Excel models and portfolio optimization software to develop sample portfolios and breakeven analyses (as applicable) to evaluate with our clients. Based upon the feedback we receive, we will then develop a customized investment strategy that may utilize United States Treasury Securities, State and Local Government Series ( SLGS ), open-market securities such as Treasury Notes, or a combination of the two. Open-market securities would be procured on a competitive basis in an attempt to achieve the best possible pricing while also providing thorough documentation of the process conducted.
