The Nuclear Nonproliferation Division (NND) performs a wide range of scientific, technical, and programmatic activities in all facets of the global nuclear enterprise from nonproliferation project support and management to research and development (R&D) pertaining to nuclear materials processing, nuclear safeguards and security, security program management, and transportation security of radioactive materials. The Mission Implementation Group within NND at ORNL seeks applications for a Mission Implementation Specialist. We seek candidates capable of independently supporting, managing and directing finance and contracts for domestic and international projects. Work assignments may involve a range of federal sponsors within the DOE and the National Nuclear Security Administration (NNSA). ORNL's NND drives technical scope for federal sponsors related to reducing the risk of nuclear and radiological terrorism globally. ORNL implements its mission through the development of technologies and operational expertise that promote nuclear security objectives to protect the US and its national security interests. As a national laboratory, we provide solutions to domestic and international partners involved in nuclear and radiological material operations to protect assets from theft and sabotage. Work is completed with interactions and engagements with international organizations, government organizations, associations, industry, and academia. To successfully implement this scope, ORNL collaborates with other DOE laboratories and government agencies Major Duties/Responsibilities: Coordinate with federal sponsors, international partners, laboratory colleagues and other subject matter experts. Collaborate with staff and line managers to identify and address challenges to implementation and ensure ORNL delivers impactful products. Support miscellaneous procurement and project controls activities including, but not limited to, entering purchase requestions, subcontract modifications, funding commitments/de-obligations, miscellaneous ad hoc queries, etc. Address business needs of the group and section, including organizing miscellaneous data sets as directed. Analyze data and information to assess the need for, progress, or outcome of project work. Remain current on all relevant federal and laboratory training requirements related to travel, safety, and security, and maintain a strong commitment to safety. Maintain and update plans and analysis for each project to contribute to a larger program planning process. Develop subcontract statements of work and provide technical oversight to subcontracts aligned to assigned projects. Participate in NND and ORNL programs and initiatives of interest, as well as those required. Integrate with ORNL project management team and processes. Basic Qualifications: BS and eight (8) years of relevant experience. An equivalent combination of education and experience may be considered. Four (4) years of experiencein finance and contract implementation and management. Experience with SAP, Ariba Microsoft Project/Primavera, Resolution programs, or other similar enterprise application software. Preferred Qualifications: Responsibility and responsiveness, ability to work a flexible schedule and travel when needed. Demonstrated ability to set priorities, meet milestones and remain accountable, regardless of location. Excellent written communication skills. Ability to accurately prepare reports and presentations, as well as journal publications. International nuclear nonproliferation experience with foreign partners Experience supporting DOE/NNSA Special Requirements: The successful candidate will use their letter of interest for this position as a writing sample that clearly illustrates their particular skill set, including relevant aspects of leadership and problem-solving. Visa sponsorship is not available for this position. This position requires the ability to obtain and maintain a clearance from the Department of Energy.
