HJF is seeking a Senior Manager of Operations (Data & Evaluation) to plan, schedule, design, and carry out large and complex programs and projects. Provides weekly status report to and updated operational efforts. This is the middle level of a three position Operations Manager series. Distinguishable from the lower level as Manager has more independence and uses greater initiative from Director.
This position will be in support of the Department of Psychiatry / Center for the Study of Traumatic Stress.
The Center for the Study of Traumatic Stress (CSTS) is one of the nation's oldest and most highly regarded, academic-based organizations dedicated to advancing trauma-informed knowledge, leadership and methodologies. The Center's work addresses a wide scope of trauma exposure from the consequences of combat, operations other than war, terrorism, natural and humanmade disasters, and public health threats as well as risk and protective factors associated with suicidal behaviors.
The Department has active research programs in the Basic and Clinical Sciences and Neurosciences. In addition to intramural research projects, the Department maintains active research funded by the National Institute of Mental Health, National Institute of Drug Abuse, National Science Foundation, the Department of the Army and the Department of the Air Force.
The Henry M. Jackson Foundation for the Advancement of Military Medicine (HJF) is a nonprofit organization dedicated to advancing military medicine. We serve military, medical, academic and government clients by administering, managing and supporting preeminent scientific programs that benefit members of the armed forces and civilians alike.
Responsibilities:
- Serves as operations lead and consultant to coordinate tasks/timelines/project milestones across multiple teams and shapes workflow and priorities.
- Primary lead responsible for gathering, developing, evaluating, analyzing, interpreting, maintaining pertinent data and information; and communicating all appropriate details to leadership and staff members.
- Supervises, trains, advises, and guides project coordinators, research assistants, and technical staff throughout the program lifecycle, focusing on the strategic direction of the projects. Takes corrective action as needed.
- Serves as Lead Data and Evaluation Representative for all strategic partner engagements and presentations.
- Conducts program evaluation, development, administration, and implementation efforts to support CSTS in areas of prevention and public health.
- Supports and participates in planning, creation, and submission of proposals and agreements as requested.
- Ensures activities and programs have sound, realistic, and appropriate metrics to show their efficacy and purpose.
- Participates in the planning, design, and implementation of program evaluation activities primarily related to assigned programs.
- Conducts comprehensive literature reviews related to Program initiatives, and synthesizes findings and emerging trends to inform the development and enhancement of CSTS prevention and intervention strategies.
- Uses qualitative and quantitative tools and techniques to inform data management, manuscript preparation, and assessments, and to assess program effectiveness, identifies areas for improvement, and makes data-driven recommendations.
- Develops briefings, reports, and articles for a variety of audiences.
- Supports team and stakeholders in identifying key issues to enhance the quality and effectiveness of monitoring and evaluation activities.
- Prepares and delivers reports and briefs to all appropriate leadership and staff members.
- Maintains the history of program information and operations using tracking and reporting software.
- Plans and facilitates with key persons to develop and execute implementation and data collection specific to that unit.
- Prepares and delivers data, information, guidance, review, and decision reports and briefs to all appropriate personnel.
- Demonstrates detailed knowledge of state-of-the-art principles and theories.
- Prepares publication-ready manuscripts, finalizes reports, and makes major contributions to scientific literature and conferences.
- May perform other duties and responsibilities as assigned or directed by the supervisor.
Supervisory Responsibilities
- Assigned Lead: May recommend the following: employee hiring, and disciplinary action; provide input on employee performance evaluations.
Qualifications:
Education and Experience
- Bachelor's Degree required. Master's degree preferred. Degrees in Public health, Social Work, Psychology, I-O Psychology, or related disciplines preferred.
- Minimum of 9-10 years experience required.
Required Knowledge, Skills and Abilities
- Significant health and military systems knowledge.
- Significant analytical, organizational, coordination, and negotiation skills.
- Thorough knowledge and understanding of DOD organizational structure and culture.
- Working knowledge of a variety of software programs, including Microsoft Office and data analysis software.
- Knowledge of applicable highly complex scientific procedures and techniques.
- Ability to troubleshoot technical procedures.
- Ability to work independently and supervise others.
- Demonstrated knowledge and experience in conducting social science/public health program evaluation.
- Excellent interpersonal skills, including the ability to clearly communicate verbally and in writing.
- Demonstrated ability to plan, schedule, and coordinate activities to meet deadlines.
- Prior experiences in public health and prevention strongly preferred.
- Must have knowledge of key evaluation principles and measurement.
- Competency in a variety of data analysis and survey design software.
- Ability to obtain and maintain a T1 Public Trust.
Work Environment
- This position will take place primarily in an office setting.
Compensation
- The annual range for this position is $100,500-$158,000. Actual salary will be determined based on experience, education, etc.
