This list of tasks is ILLUSTRATIVE ONLY and is not a comprehensive listing of all functions and tasks performed by positions in this class. Incumbents in this class may not be required to perform all duties listed and may be required to perform additional, position-specific duties. TASKS
  • Assist in the development, preparation, and updating of long, intermediate, and short-range zoning and other plans for the City;
  • Receive, input, and process applications for special use permits, variances, zone, and sign adjustments, site plan reviews, code amendments, and other entitlements
  • Interpret and applies the California Environmental Quality Act, other state and federal regulations, and Division policies and procedures to planning projects for staff, other departments, developers, contractors, City Council, and the public;
  • Review or supervise the review of proposed zone changes and variances, subdivisions, parcel, and private street maps, and other matters for their effect on the City general plan;
  • Researches, analyzes, and compiles technical and statistical information/data for the use of developing land;
  • Oversee the preparation of reports, recommendations, maps, and special exhibits for presentation to the City Planning Commission, City Council, and other governmental and civic organizations;
  • Attends meetings and hearings to represent the Planning Division and provide Division concerns and requirements to interested parties.
QUALIFICATIONS Bachelor's Degree from a four-year accredited college and university AND five (5) years of progressively responsible experience in planning or zoning. Must possess and maintain a valid California Driver's License. KNOWLEDGE, SKILLS, AND OTHER CHARACTERISTICS
  • Knowledgeable of applicable city, county, state, and federal statutes, rules, ordinances, codes, and regulations governing planning, zoning, and permit guidelines and regulations; supervision principles, and long and short-range planning techniques and procedures; state laws, federal
  • Skilled in preparing complete, complex, comprehensive, and accurate reports, in assessing and prioritizing multiple tasks, projects, and demands, working with conflicting deadlines to complete projects; collecting, evaluating, and interpreting varied information and data; Interpreting and applying laws, regulations, policies, and procedures, and maintaining accurate records and files;
  • Ability to research and analyze data, design and implement workflow systems, provide technical guidance to others on a day-to-day/project basis; Coordinate multiple projects and meet critical deadlines; exercise sound judgment to resolve day-to-day operational or technical issues, synthesize ideas and factual information into clear and logical written statements. Make presentations to technical and non-technical audiences.
  • Proficient in using work-related computer applications, including e-mail, word processing, spreadsheets, databases, the internet, and other electronic devices to perform essential job duties.
THE SELECTION PROCESS Applicants whose experience best meets the city's needs will be invited to participate in the examination for this position. Candidates must have access to a computer with internet, video, and audio capabilities to participate in our examination process. The examination may consist of one or more of the following: (1) Training & Experience Evaluation, (2) Writing Exercise, and (3) Qualifications Appraisal Interview with a panel of subject matter experts. Candidates must receive a score of 70 or higher to have their names placed on the active eligibility list for one year.
