Summary:

We are seeking a highly skilled, organized Project Procurement Manager (Senior Purchasing/Expediting Specialist) to join our growing client. In this position, you will manage the company's supply of products, materials and/or services. To strategize with team members to cut procurement expenses, strong analytical, interpersonal, and communication skills are a must. This individual will be handling the purchasing process from A-Z (initial RFQ thru PO award). Reports directly to Director of Procurement with support to Project Teams.

Duties:

  • Responsible for drafting/coordinating/compiling Materials Management and Contract Management strategies and plans from Sales, Estimating, and Project Management for Project Procurement Execution.
  • Responsible for implementing all procurement processes and procedures including forms and templates to be used on the project.
  • Provides supervision, training and assistance to all procurement team members across, Purchasing, Expediting, Inspections, and Logistics disciplines; promotes and maintains a healthy and harmonious work environment.
  • Provides inputs for Project reporting as required.
  • Verifies and ensures integrity of the entire procurement lifecycle, validates that all activities are carried out in accordance with the relevant procedures, maintains sound business practices in an ethical manner to meet contract deliverables.
  • Plans, controls and monitors procurement activities in accordance with the approved project schedule.
  • Experience and understanding of contracting and purchasing strategies.
  • Experience with drafting of commercial terms and conditions and an understanding of accompanying legal implications.
  • Proficient negotiation skills.
  • Excellent understanding of procurement processes which include both materials and contracts management and corporate governance principles.
  • Encourage and promote innovation in obtaining procurement objectives.
  • Excellent organizational, technical writing and verbal communication skills required.
  • Responsible for developing and completing the Project Execution Plan indicating the criticality level of each planned procurement requirement.
  • Participates in pre- and post-award meetings to review and discuss schedules and potential problem areas that may impact required delivery dates.
  • Prepares and organizes assigned Procurement-sponsored meetings, such as post-award kick-off or progress meetings, to ensure complete understanding and agreement between company, the customer and supplier on all purchase order matters.
  • Willingness to drive project efficiency and know when to elevate and encourage Team for success.
  • Understands Incoterms and associated risk and help mitigate as necessary.
  • Ability to support Team with accounting deliverables required for project close out.
  • Willingness to execute Purchase Orders as needed.
  • Reviewing technical requisition package from Engineering
  • Determining Bidder list from Client AML and/or PCD AML
  • Maintain and harness new supplier relationship through frequent communication, sharing supplier scorecards, in-person visits etc.
  • Prepare Requisitions for Quote packages by working closely with Engineering, Document Controls, Inspections, and Quality as necessary.
  • Internal and External follow-up to expedite review of documents/technical clarifications and closing of all technical matters
  • Analyze Commercial and Technical quotes
  • Drafting of Purchase Order and any subsequent Change Order(s) associated with the original order.
  • Maintaining the Purchase Order file within the appropriate project folder.
  • Support expediting existing orders, as needed
  • Must be willing to travel as necessary.

Qualifications:

  • BS in related field or equivalent combinations of commercial training and/or related experience may be substituted for degree
  • Five (5) Years of commercial experience
  • Must have at least three (3) years of industry related experience, preferably in Procurement and/or Expediting.
  • Working knowledge of procurement/vendor inspection techniques and requirements, accounting, financial management and business contract law is an asset.
  • Proficient in Microsoft Office Suite
  • Experience with SAP or equivalent ERP system
  • Experience dealing directly with customers.
  • Ability to understand a sense of confidentiality (especially in the area of legal)
