Job Description:

We are looking for a Senior Program Analyst to join our team in supporting the Rapid Capabilities and Critical Technologies Office (RCCTO). This is a fast-paced, demanding, three-star headquarters organization. Your day-to-day work will include:

  • Synthesize program cost, schedule, and performance data and consolidate them into reporting and brief Government Program Lead as requested.
  • Support Government Program Lead with POM, Congressional Justification Book, APBB, and SPAR submissions and briefings.
  • Maintain internal task tracker for ACCT BMD section, assign tasks to appropriate team members, suspense completion date, and follow-up until completed. Serve as Task Manager for those BMD tasks coming from outside ACCT.
  • Attend and participate in organizational staff calls, stand-ups, project office tag-ups, working groups, IPRs, or similar events; capture, assess, and monitor BMD action items from meetings and engage in the resolution process; and propose responses to inquiries based on actions assigned. Prepare notes or after-action summaries and track actions ACCT BMD team items.
  • Work with government lead to develop, track, and report on spending plans and financial execution for each project.
  • Provide updated reports and brief all changes to Government Program Leads as requested.
  • Plan, prioritize, and organize a diversified workload in a fast-paced and detail-oriented environment.
  • Apply extensive knowledge of the Microsoft Office Suite of products to develop numerous PowerPoint briefings, Excel spreadsheets, and documentation using Word and Adobe Acrobat.
  • Assist with the extracts of the Status of Funds from financial databases and reconcile financial reports as required.
  • Analyze monthly reports, and utilize the data for internal reporting, and the planning of funding increments.
  • Examine program budget estimates for completeness, accuracy, and conformance with procedures and regulations.
  • Analyze budgeting and accounting reports and prepare monthly, quarterly, and annual budget execution reports and briefs.
At a minimum you should have the following:
  • Active Secret Clearance. A Top-Secret clearance, or the ability to gain and maintain one, is preferred.
  • A bachelor's degree in a non-STEM field and 5-10 years of relevant experience.
  • Extensive understanding and experience with US Army program analysis, including cost, schedule, and performance and its connection to budget formulation and financial execution.
  • Extensive understanding of the PPBE process.
  • Excellent organizational, multitasking, and time management skills.
  • Proficiency in MS Office.
  • Exceptional oral and written communication skills.
  • Knowledge of Army acquisition streamlining initiatives including the use of Other Transaction Agreements (OTA).
  • Proficient in GFEBS.
  • Experience with GFEBS and other financial databases.
You will be highly desirable if you have:
  • Experience in DoD acquisition programs.
  • Financial certifications such as DAU Financial Management.
  • Proficient in DTS

  • Intermediate: $100,000 - $125,000
  • Senior: $130,000 - $155,000
