Job Description:

Seize your opportunity to make a personal impact as a Senior Program Manager supporting the United States Department of Commerce's (DOC) National Telecommunications and Information Administration (NTIA). The NTIA is the President's principal adviser on telecommunications and information policy issues.

Our work depends on a qualified candidate joining our team to support NTIA in their effort to manage the Federal use of the electromagnetic (EM) spectrum; perform cutting-edge telecommunications research and engineering; and resolving technical telecommunications issues for the Federal Government and private sector. The ideal candidate must understand how the federal government assigns EM spectrum frequencies for satellites, radars, antennas, receivers and transmitters. The candidate will support a diverse team of IT professionals, Subject Matter Experts, cyber security experts and date engineers to deliver mission objectives. These objectives include:

  • IT Security - Enhance the security ofIT Systems to ensure their continued availability for essential federal missions.
  • IT Enhance-ability&Scalability - Improve the enhance-ability and scalability of Information Technology (IT) Systems and provide the IT foundation for future capabilities.
  • Spectrum Analysis Enhancements - Provide capabilities that execute more accurate, trusted and repeatable analyses
  • Spectrum Process Improvement - Improve timeliness, reduce level of effort, and increase transparency of Federal spectrum processes.
  • Spectrum Data Enhancements - Provide secure, accessible, accurate, interoperable and comprehensive spectrum data
  • Monitor contract cost, schedule and technical contractperformance.
  • Observe how best to engage with client and stakeholders to successful achieve contractoutcomes

WHAT YOU'LL NEED TOSUCCEED:

  • Lead multiple scrum teams to with releases usingSAFe.
  • Lead teams in writing requirements
  • Serve as an advocate and Senior leader in sharing the vision, status and business impact of modernized systems with stakeholders.
  • Leads teams in achieving all contract Service LevelAgreements.
  • Leads teams in IT systems modernization and moving workloads
  • Lead teams in provide Operational supportexpertise.
  • Lead teams to prepare mock-ups, flow diagrams, or models, and procedures along with conducting feasibility studies to design possible system solutions.
  • Lead by example a proactive approach to spotting problems, areas for improvement, and performance bottlenecks along with an ability to offer and implement solutions to addressthese.
  • Excellent written and verbal communication skills, with a strong attention to detail and a head for problem solving.
  • Strong leadership, Business acumen and proactive Customer serviceskills.
  • Ability to manage multiple projectssimultaneously.
  • Professional certification(PMP)
  • Certified Scrum Master(CSM)
  • SAFe certification such as SAFeAgilist

Education:

  • Bachelor's and Masters Degree (MBAPreferred)

Experience:

  • 5+ years experience with EM spectrumfrequencies
  • 5+ years experience with DoDspectrum

The likely salary range for this position is $170,000 - $230,000. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
