This position implements programs, projects, and initiatives on a highly dynamic, collaborative team. The ideal candidate exercises leadership over their work, can leverage opportunities, and contribute to the team's development and planning. Applicants must reside in the State of New York, and this position will be hybrid at this time, with anticipated travel throughout New York State as needed, and occasional U.S. travel for company-related meetings. What you will do:
  • Perform work throughout the Metro Team region (NY, NJ, PA), with a primary focus in New York, on projects that preserve and/or increase quality supportive housing.
  • Work cooperatively with CSH team members to manage projects, ensuring clearly defined team roles, on-time and on-budget deliverables, and delivery of quality products. CSH expects project managers to foster a work environment based on quality teamwork, mutual accountability, and high-quality performance.
  • Establish and maintain valuable relationships and partnerships to foster collaboration between CSH and state and local partners to build support and capacity for supportive housing.
  • Support efforts to create a multi-sector approach to serving vulnerable, socially disadvantaged populations and promote measurable systems integration and beneficial change.
  • Support the facilitation of supportive housing institutes and/or training academies, including team recruitment and content development. Provide technical assistance to supportive housing program and development teams in partnership with our Community Investment team. Technical assistance includes partnership development, service delivery best practices, assistance navigating community opposition, policy development, and other areas as needed.
  • Promote affordable & supportive housing through consulting, training, technical assistance, and work in concert with CSH's Community Investment team to leverage lending resources as a Certified Development Financial Institution (CDFI) for creating or preserving supportive housing units.
  • Represent CSH in internal and public forums, including CSH committees, training sessions, public presentations, and meetings with external partners, policymakers, and stakeholders.
  • Create and deliver in-person and virtual technical assistance (TA), training, written resources, and facilitation. In all TA, incorporate an emphasis on racial equity and community ownership to prioritize and advance racial equity in all CSH-led projects by addressing racial disparities in housing and services. Engage and collaborate with communities of color, culturally specific organizations, and persons with lived experience.
  • Utilize CSH's Race Equity Framework to identify racial inequities in the work to decrease racial disparities within the homeless and other systems of care.
  • Identify opportunities and lessons from projects to disseminate recommendations and impact across CSH teams and regions, making appropriate connections to share knowledge, experience, and advice. Support business development and teamwork planning.
  • Contribute to, update, and/or maintain reporting systems and other tracking tools related to CSH's reporting requirements. Reporting requirements include a detailed monthly summary report and quarterly and annual reports to funders.
  • Perform any other organization-related duties or special projects as directed by the Director.
  • Ability to travel throughout NYS and surrounding regions for program delivery and partner development.

  • The ideal candidate will have experience with policy, housing development, and delivery of affordable housing and supportive services, with demonstrated knowledge of at least 7+ years working in the field of supportive housing, affordable housing, behavioral and/or primary healthcare, community development, and/or related fields.
  • A bachelor's degree or equivalent, or any combination of education, training, and experience that demonstrates the ability to perform the duties of the position. This includes lived experience of homelessness, housing instability, mental health services, participation in housing programs, etc., and professional and/or volunteer experience in the homelessness field.
  • Knowledge that assists with policy work to advance supportive housing and improve cross-sector system integration in Healthcare/Medicaid, Child Welfare, Justice, Aging, Olmstead compliance, etc.
  • Ability to facilitate discussions and train large groups virtually and in person.
  • Experience incorporating the perspectives of multiple communities, including communities of color, in the consideration of impacts and outcomes of a decision-making process.
  • An understanding of the concepts of institutional and structural racism and bias, white dominant culture and structures of power, and their impact on underserved and underrepresented communities is preferred.
  • Project management experience, including tracking and monitoring budgets and meeting deadlines with moderate supervision; this experience includes demonstrated leadership and organizational skills and the ability to manage project teams.
  • Strong verbal and written communication skills, facilitation and training, active listening, and ability to present to diverse audiences, specifically racially, ethnically, and socially diverse communities.
  • CSH uses a Microsoft Office environment. Proficiency is required, as well as a commitment to self-learn and achieve proficiency upon hire.
  • Candidates seeking to work remotely or hybrid must provide their own access to a secure high-speed internet signal (preferably hard wired) at a capacity sufficient to support video, web, and email processing simultaneously based on their personal work environment. This is typically 100Mb and above.
  • Frequent local and regional travel, and occasional national travel, is required. Travel ranges by position and geography; an estimate for most Senior Program Managers is 25-40%.
Compensation: CSH offers generous benefits, opportunities for professional growth, and competitive salaries based on geographic location. Our range for Senior Program Manager (SPM) is:
  • SPM in highest geography (E.G. New York City) $99,000 - $124,000
  • SPM in mid-range geography (E.G. Poughkeepsie) $90,000 - $113,000
  • SPM in lower mid-range geography (E.G. Albany, Syracuse) $85,000 - $106,000
  • SPM in low-range geography (E.G. Buffalo) $78,000 - $98,000
Our ranges are broad, and it is customary for candidates to join CSH at the lower half of the range to leave room for growth, learning, and development in the role and range. It is uncommon for starting salaries to fall above the midpoint. We negotiate actual salaries with final candidates based on their exact location, experience in similar roles, and expertise related to the qualifications.
