In 2000, the General Services Department (GSD) was established to construct and maintain the City's building portfolio. Since that time, GSD has evolved into a full-service, client-centered department that provides a comprehensive suite of services to over 300 facilities: representing 7.7 million square feet of occupied space. As a full-service department, GSD assists its clients in identifying the appropriate real estate solution and then provides design and construction services for the development of the facility. Once the facility is ready for occupation, GSD provides energy, property, and security management services to ensure the lights come on and the facility is clean, well-maintained, and secure. To further enhance the operation of its facilities, GSD established the Sustainable Growth division.
DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS
The General Service Department (GSD) is seeking a Senior Project Manager (Vertical Construction) to manage the design and construction of various City of Houston facilities including, but not limited to, fire and police stations, libraries, multi-service and health centers, community centers, recycling centers, office buildings, parks and maintenance facilities, etc. on behalf of the corresponding client departments. Manage several projects simultaneously and efficiently, demonstrate strong communication and coordination skills, possess a thorough understanding of design knowledge, architectural standards, and building codes, as well as be able to coordinate all phases of the projects, from programming to construction administration. Oversee many types of projects within the vertical portfolio. This position is the primary subject matter expert in their field of expertise and various project delivery methods within GSD. The duties primarily consist of leading the project delivery team in achieving project goals and objectives through managing budget, resources, facilitating project solutions, identifying and mitigating risk and promoting team cohesion. Assures compliance with, and adheres to, current GSD and industry standards.
Under minimal direction, this position will independently manage the design and construction of vertical projects. This role is distinguished from the Construction Project Manager by higher levels performance and depth of involvement in the management of construction projects, and participation in the long-range planning and administrative functions within the Design and Construction Division of GSD.
The Senior Project Manager duties include but are not limited to:
* Plans and develops scope, schedule and budget for each project; administers procurement, negotiation and contract award phases.
* Supervises and oversees construction projects from beginning to end.
* Reviews the project plans and specifications, building design and scheduling.
* Manages design, design-build, construction management at risk, and construction contracts.
* Supports the training of project managers and assistant projects managers through teaching, coaching, mentoring and providing resource management.
* Facilitates project solutions and promotes team cohesion by encouraging a positive working team atmosphere and collaboration.
* Negotiates design fees and verifies that the fees are commensurate with the scope of work.
* Reviews design drawings for coordination and constructability; oversees construction phase and participates in construction progress meetings.
* Coordinates and manages internal and external stakeholders such as: IT Department, Security Management, property management etc. through all phases of the projects assigned; reviews and approves invoicing from design firms and contractors.
* Handles the overall project budget, including reviewing, verifying, tracking and managing expenses.
* Verifies and reviews submittal management (i.e., log, submittal packages and distribution).
* Reviews and maintains change order management.
* Manages requisitions-compile and view, submit to client department and track payment.
* Serves as the sole point of contact between client department and vendors.
* Manages project closeout.
* Reviews project plans and specifications with the Property Management Division, Security Management Division and Energy Section to ensure that each of these divisions provides technical input as needed.
* Ensures that completed project work meets the required obligations under the contract.
* Develops and maintains good working relationships with clients and contractor representatives. This position will also be responsible for developing cost projections for the Capital Improvement Program, as well as other responsibilities as assigned.
* Will require traveling to various job sites to complete duties.
WORKING CONDITIONS
The position requires stooping, bending and/or lifting of items of up to 30 pounds with occasional periods of walking on rough surfaces. There are occasional discomforts from exposure to moderate heat, cold, moisture/wetness and unpleasant air conditions. This position may involve occasional exposure to soiled materials and light chemical substances such as cleaning solutions. Requires the ability to make simple gross motor responses within large tolerances.
EDUCATIONAL REQUIREMENTS
Requires a Bachelor's degree in Architecture, Civil Engineering, Construction Management, Landscape Architecture, Project Management or a closely related field based on the responsibilities of the position. Considerable knowledge of design or construction is required.
EXPERIENCE REQUIREMENTS
Six years of experience in construction, construction inspection, design, landscape design, geo-technical, environmental or a closely related field are required.
Directly related professional architectural, construction or landscape design experience may be substituted for the education requirement on a year-for-year basis.

Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.
Preference will be given to applicants with certifications/post-baccalaureate concentration in Architecture, Construction Management or Construction Project Management. Experience in design/build and construction management at risk delivery methods is preferred. The ability to demonstrate in-depth experience in managing complex capital vertical construction projects from beginning to end and manage multiple projects of varying complexity at a given time is desired, A valid driver's license is a plus.
The following are additional skillsets highly preferred:
* Extensive knowledge of construction processes
* Demonstrate broad project management skills in the management of integration/coordination of project elements
* Delegation of activities in the management of stakeholders, scope management, time management, cost management, quality assurance, managing changes priorities and communication management in the generation, collection, dissemination, storage and ultimate disposition of project information.
