* OPEN TO APPLICANTS WHO ARE PERMANENT IN THE CIVIL SERVICE TITLE OF Assistant Mechanical EngineerThe New York City Department of Health and Mental Hygiene (DOHMH), a recognized leader and innovator in public health and mental hygiene services seeks a dynamic and experienced Assistant Mechanical Engineer, to serve as the Agency's Senior Project Manager of Engineering (MEPFP: Mechanical, Electrical, Plumbing, Fire Protection) within the Bureau of Facilities Planning & Administrative Service's Office of Facilities Planning and Space Management. A strong, experienced background with building MEPFP systems, HVAC equipment, mechanical controls, electrical systems, and proficiency in energy analysis tools.* Covid-19 Related responsibilities:o Leads multiple MEPFP projects and multiple MEPFP vendors that oversee and provide service, repair & replacement for all MEPFP equipment to ensure continuous operations that serve the multiple DOHMH Covid Vaccination Centers, Covid Testing locations and Covid Laboratories at multiple DOHMH Health Care Centers.o Leads multiple MEPFP projects and multiple MEPFP vendors that oversee and provide service, repair & replacement for all MEPFP equipment to ensure continuous operations that serve the DOHMH Public Health Laboratory (PHL).* Provides oversight, guidance & experience to the DOHMH team of MEPFP engineers.* Under the supervision of the Executive Director, responsible for overseeing, coordinating & directing the design and construction of capital & expense MEPFP projects.* Provides oversight, guidance & project management experience for MEPFP vendors and on MEPFP projects to maintain a persistent focus during design planning, design, and construction phases to pursue and promote operational & facility standards, operational efficiencies, reduced operating costs and quality control.* Collaborate with DOHMH senior management, plant operations unit, energy management unit and facility planning architectural unit.* Strong communication skills and project level coordination skills with engineers, plant operations, MEPFP consultants & vendors.* Effectively supervise, train, oversee the engineering team's performance and assigned tasks to ensure maximum productivity.* Assist in development of capital project budgets, renovation project budgets operating budgets and management plans.* Demonstrate analytical problem solving, time management and organizational skills.Minimum Qualifications1. A baccalaureate degree from an accredited college in mechanical engineering and one year of full-time satisfactory experience in mechanical engineering work; or2. A baccalaureate degree from an accredited college and a Master's degree from an accredited college in mechanical engineering.Preferred Skills* Extensive knowledge and experience with HVAC, mechanical systems and mechanical controls is preferred. - Excellent communication skills (verbal & written), attention to details and the ability to build and maintain effective working relationships with DOHMH colleagues, Vendors, Vendor's Work Force Team, etc. - Ability to work independently, exercise good judgement and manage multiple projects and staff simultaneously. - Familiarity with technical project management operations, including project planning, scope development, design and construction management, and project close-out. - Knowledge of lighting systems and lighting controls. - Experience with the design and construction of MEPFP system upgrade and renovation projects in existing buildings, especially diverse buildings varying in age, size, and use. - Knowledge of and experience with ASHRAE standards for Commercial Buildings. - Familiarity with NYC sustainability and energy codes. - General knowledge of preventive maintenance, predictive maintenance, and standard operating procedures for HVAC equipment. - Strong organizational, interpersonal, written, and verbal communication skills. - Ability to manage budget. - Requires Valid OSHA-30 Construction Certification.
