Department Overview: Neighborhood Strategies is part of NYCEDC's Planning Division and, together with the Land Use and Ports, Transportation and Waterfront Departments, works to promote robust, inclusive growth in New York City's neighborhoods and waterfronts. The Planning Division advances major projects that engage communities in planning for their future; helps build vibrant, inclusive neighborhoods; directs strategic infrastructure investments; leverages the City's public assets; strengthens transportation systems; and promotes a strong public realm, economic opportunity, and climate resilience. The Neighborhood Strategies department leads complex, multidisciplinary neighborhood planning efforts across the five boroughs, leveraging the policy tools and resources of NYCEDC divisions and City agencies. The team plans for large-scale public infrastructure investment and public-private development projects; conducts spatial analyses to identify and deepen understanding of neighborhood vulnerabilities and opportunities; and shapes and leads public engagement and outreach to meaningfully engage communities and stakeholders in inclusive planning. The team is made up of dedicated public servants with a passion for New York City and its people and neighborhoods. Neighborhood Strategies' notable current work includes the Together for Kingsbridge community vision plan to guide redevelopment of the nation's largest historic armory in the Bronx; the Staten Island North Shore Action Plan, a generational investment to create a vibrant, mixed-use waterfront in the borough's urban center; the FiDi & Seaport Climate Resilience Master Plan for flood protection and open space in Lower Manhattan; implementing Science Park & Research Campus (SPARC) Kips Bay, a partnership with New York State and CUNY to create a first-of-its-kind life sciences, health care, and public education hub; and revitalizing the public realm while catalyzing transit-oriented development around the Broadway Junction transit hub in East New York, Brooklyn. in East New York, Brooklyn. Position Overview: Within Neighborhood Strategies, a Senior Project Manager (SPM) typically supports interdisciplinary teams to develop and implement plans for complex projects involving multiple stakeholders, working directly with a Neighborhood Strategies Senior Vice President or Vice President to spearhead interdepartmental and interagency coordination. We are seeking an SPM with design skills who can support the department's various urban design workstreams. The selected candidate will perform architectural and urban design tasks at various scales, providing support relating to site planning, building massing and architectural expression, streetscape, public realm, and sustainable and resilient design. The selected candidate will also help manage consultants, set urban design workplans and scopes, develop visualizations for decision making and external communication, brief senior leadership and external stakeholders, and develop overall urban design strategies as part of master planning and site redevelopment projects. Applicants who are chosen for an interview should bring copies of their design portfolio. Interviews will also include an urban design skills test. Essential Duties & Responsibilities: Under the direct supervision of a Senior Vice President or Vice President, the selected candidate's primary area of responsibilities include, but are not limited to:
  • Support the urban design workstreams of the Planning Division's interdisciplinary teams to produce quality work products, meet milestones, and communicate across various audiences.
  • Support interagency efforts and work with urban design colleagues at various City agencies.
  • Plan, organize and conduct zoning, land use, & urban design studies, analyze built environment conditions, and prepare 3D massings, maps & written reports.
  • Assist in the preparation of a wide variety of graphic and written materials to support project teams including graphics, maps, presentations, web content, written narratives, and other materials, and coordinate cross functionality internally and externally, as needed.
  • Support reviewing and drafting urban design components of requests for proposals (RFPs) and other public procurements, while also managing consultant work product and urban design workstreams.
  • Provide support in the crafting and implementation of public outreach processes, including in-person and virtual events, online engagement, and other forums.
  • Communicate effectively and professionally with staff across NYCEDC and with partner agencies, consultants, and external stakeholders.
  • Other duties as assigned.
Qualifications:
  • Master's degree in architecture, landscape architecture, and/or urban design strongly preferred. Applicants without a master's degree will be considered if they have a five-year bachelor's degree in architecture and a master's degree in urban planning or related subject and meet the qualifications below.
  • At least 2-3 years of full-time experience related to urban design and development.
  • Strong urban design capabilities and experience with physical planning and design practices including site planning, building massing, test fits, and public space/open space design.
  • Demonstrated ability to create clear maps and other compelling graphics and visuals for a variety of audiences, and using a variety of tools, such as including Adobe Creative Suite, ArcGIS Pro, free-hand sketches, 3D modeling, and computer-based rendering and modeling tools such as Rhino 3D, SketchUp, and AutoCAD.
  • Familiarity with the NYC Zoning Resolution, building codes, and the public land use review process.
  • Execution-oriented self-starter with the ability to meet deadlines, communicate proactively, work independently, and thrive in a team-based environment.
  • Ability to facilitate community outreach processes and translate design concepts into approachable materials that can be understood by a wide range of audiences.
  • New York City residence is required within 180 days of hire
