SALARY $59,340-$118,059 DOQSUMMARYUnder the general supervision of the City Engineer, this position is responsible for providing a high level of professional and multi-faceted technical support that requires independent judgment and decision-making ability to ensure department goals are met or exceeded. This work includes the development of technical solutions to municipal type infrastructure projects.Highly responsible project administration position coordinating and managing engineering consultant firms engaged in municipal design and construction activities. This position requires the ability to interpret complex plans and specifications and performing related site inspections.Responsible for all aspects of design and construction administration: pay applications, meeting facilitation, contract interpretation, project scheduling, reviewing construction drawings and details, and processing change orders associated with the planning and design of public works related development type projects.
ESSENTIAL RESPONSIBILITIES - Performs professional level contract management duties including all aspects of project implementation: pre-design, design, bidding, contract awards and monitoring all phases of construction activities. Reviews and recommends actions on project pay requests. Coordinates with other departments and with outside engineers and contractors regarding details of construct ion projects.
- Assist staff engineers in developing complex specifications for water/wastewater infrastructure type projects. Provide design review and guidance on installation procedures or methods. Review and/or write specifications, evaluate bids and make recommendations.
- Coordinate designs, plans, material specifications and tests for rehabilitation projects involving wastewater and water pipelines as well as wastewater and water plant projects. Plan and direct activities related to field inspections related to both public and private development type projects. Provide construction inspection for special projects.
- Review engineering reports or studies related to major capital improvement projects.
- Prepares written comments or responses to technical reports. Prepares estimates for capital improvement projects.
- Must be able to document site activities while monitoring construction techniques.
- Coordinate and direct activities of other Utilities Division Resident Project Representatives.
- Able to interpret test reports including charts, graphs and data tables. Able to read and understand plats and surveys.
- Performs work on special assignments as required.
- Works directly with local agencies including but not limited to TWDB, TxDOT, BNSF RR, public and private utility companies and similar agencies concerning their design requirements when a project requires permits and/or the agency's permission.
- Provide the department heads with weekly updates on projects and progress.
- Reviews plans from other City Divisions for correctness with standard specifications.
- Performs other job-related duties as assigned
MINIMUM REQUIREMENTS Requires a four (4) year Bachelor degree related to civil engineering and/or the architecture field from an accredited 4-year college. Certification as a Texas Professional Engineer, or Professional Project Manager or equivalent required. If registered in another state, obtain registration in Texas within one year. A minimum of ten (10) years work experience directly related to municipal type construction management or field engineering. Certifications in fields specific to the assigned department such as Flood Plain Management preferred.
KNOWLEDGE, SKILLS, AND ABILITIES- Able to utilize computer for work related tasks including spread-sheets, survey equipment
- Able to use radios, engineering scales, scientific calculator and other related instruments.
- Strong verbal and written communication skill.
- Ability to operate small office equipment, including copy machines or multi-line telephone systems.
- Must be able to work in inclement weather conditions, around construction sites and heavy machinery. Must be able to climb ladders, vertical accesses on water tanks and lift stations.
