Position Overview: Missing Link Security is seeking a highly skilled and experienced Senior Proposal Manager with a strong background in managing complex proposals, specifically for the Department of Veterans Affairs (VA). The ideal candidate will possess exceptional leadership, communication, and organizational skills, with proven expertise in developing and managing compliant, high-quality proposals in a fast-paced environment. This role will oversee the full lifecycle of proposal development, from pre-proposal planning to final submission, and will collaborate closely with internal teams, consultants, and subcontractors to deliver winning solutions for VA contracts.
Key Responsibilities:
* Will be part of our T4NG2 prime contractor team
* Lead the development and management of proposals focused on the Department of Veterans Affairs, ensuring all aspects are compliant, complete, and delivered on time.
* Oversee and manage all stages of the proposal lifecycle, including proposal strategy, scheduling, compliance, writing, review, and production.
* Collaborate with cross-functional teams, including capture managers, technical subject matter experts, and business development teams, to develop compelling, customer-focused solutions for VA opportunities.
* Facilitate solution strategy discussions, capturing win themes, customer hot buttons, and proposal strategies aligned with VA requirements and expectations.
* Coordinate and lead internal and external proposal-related meetings, ensuring agendas, notes, after-action emails, and follow-ups are documented and tracked to completion.
* Review and refine proposal content to ensure clarity, consistency, and alignment with solicitation requirements and proposed solutions.
* Lead and facilitate color team reviews, ensuring actionable feedback is incorporated and implemented into the proposal process.
* Adapt the proposal development process to meet the specific needs of VA solicitations, timelines, and internal stakeholder expertise.
* Monitor and manage proposal schedules, roles, responsibilities, and deadlines to ensure successful delivery.
* Maintain proposal artifacts such as outlines, compliance matrices, schedules, and action items to ensure organization and clarity throughout the proposal lifecycle.
* Communicate effectively with leadership, providing status updates, identifying potential issues, and ensuring timely delivery of proposals.
* Support the development and implementation of standardized proposal processes and tools to streamline efforts and enhance the efficiency of proposal teams.
* Mentor and guide junior proposal staff, fostering a culture of collaboration and continuous improvement within the team.
Qualifications:
* Bachelor's degree in English, Communications, or a related field
* Minimum of 7-10 years of experience managing federal proposals, with a significant focus on the Department of Veterans Affairs.
* Proven ability to manage complex, multi-disciplinary proposals with tight deadlines.
* Experience with quick-turn RFPs and the ability to adapt to high-pressure environments.
* Strong knowledge of the VA's procurement process, customer requirements, and challenges.
* Excellent written and verbal communication skills, with a keen attention to detail and ability to produce high-quality proposal documents.
* Strong leadership skills, with the ability to motivate and manage cross-functional teams and drive results.
* Proficiency in proposal management software (e.g., SharePoint)
* Experience facilitating proposal-related meetings, capturing actionable outcomes, and ensuring timely follow-up on after-action items.
* Familiarity with proposal best practices and the ability to tailor processes to match the unique needs of each solicitation.
Location:
* Flexible location with potential for remote work; occasional travel may be required to support on-site proposal efforts or team collaboration in the Northern Virginia Area.
