The ideal candidate is a strategic thinker with deep experience in federal contracting, capable of driving proposal excellence through expert-level planning, storytelling, and compliance.Duties and Responsibilities:
- Lead the development of comprehensive proposal strategies that align with capture strategies and organizational goals.
- Advise senior leadership on proposal strategy taking into consideration competitive positioning.
- Drive the proposal framework from start to finish, ensuring alignment with the capture plan, compliance with RFP requirements, and delivery of a compelling narrative.
- Develop and oversee the creation of high-impact proposal content that clearly articulates our value proposition, technical solutions, and differentiators.
- Lead storyboarding & solutioning sessions to craft persuasive narratives, ensuring a logical flow and compelling argumentation throughout the proposal.
- Collaborate with technical teams, subject matter experts, and graphic designers to integrate content and visuals seamlessly.
- Provide oversight and ensure all proposals adhere to solicitation requirements, including FAR/DFARS regulations, formatting, and submission guidelines.
- Conduct thorough compliance reviews and provide detailed feedback to proposal managers and proposal teams to ensure the highest quality submissions.
- Implement and enforce best practices in proposal writing, quality control, and process management.
- Mentor and coach proposal team members, providing guidance on strategy, writing techniques, and federal contracting requirements.
- Lead training sessions to enhance the proposal team's skills in storytelling, compliance, and federal proposal best practices.
- Foster a collaborative and high-performance culture within the proposal team, encouraging continuous improvement and innovation.
- Conduct in-depth market and competitor analysis to inform proposal strategy and positioning.
- Stay informed of industry trends, customer needs, and emerging opportunities in the federal proposal space.
- Test drive the incorporation of GenAI concepts and tools into the proposal development sphere.
- Provide strategic insights and recommendations to capture teams based on competitive intelligence and market research that will support robust proposal development.
- Collaborate closely with capture managers, technical experts, and senior leadership to ensure that proposals are aligned with overall business strategy and client needs.
- Serve as the primary point of contact for senior leadership on all matters related to proposal operations.
- Manage relationships with external partners and subcontractors during a proposal effort to ensure their contributions are integrated smoothly into the proposal.
Requirements:
- Bachelor's degree in Business Administration, Communications, English, or a related field. Advanced degree preferred.
- 10+ years of experience in proposal development, strategy, and management within the federal contracting space.
- Demonstrated success in leading and winning large, complex federal proposals.
- Deep understanding of the federal procurement process, including FAR/DFARS, and other relevant regulations.
- Exceptional strategic thinking, writing, and editing skills, with the ability to craft compelling narratives that resonate with federal evaluators.
- Proven ability to manage multiple proposals simultaneously under tight deadlines.
- Strong leadership and mentorship skills with experience guiding teams to success.
- Proficiency in proposal management tools (e.g., SharePoint, Salesforce, Adobe, or equivalent) and Microsoft Office Suite.
- Excellent communication skills, both written and verbal, with the ability to influence and engage senior leadership and stakeholders.
Preferred Qualifications:
- APMP certification (Foundation or Practitioner) or equivalent.
- Experience in strategic planning, market analysis, and capture management.
- Familiarity with proposal automation tools and graphic design software.
- Prior experience working in a senior advisory role or as a lead strategist in a medium/large federal contracting firm.
Compensation and BenefitsThe projected compensation range for this position is $140,000 to $200,000 per year benchmarked in the Washington, D.C. metropolitan area. The salary range provided is a good faith estimate representative of all experience levels.
