GENERAL DESCRIPTION:
Under the supervision of the DVS Director, this position will have split duties in three distinct project areas. A significant portion of this position's responsibilities will be working with DVS Director and the Crime Victims Compensation Program (CVC) to develop and administer a statewide restitution collection program. Under limited supervision provided by DVS Director and the Safe2Tell program manager, a second area will be to market and promote the Safe2Tell Wyoming program. This will be accomplished by producing informational material and distributing it by means of social media, printed media, public presentations, and educational outreach. This position will assist the Safe2Tell program manager in collaboration with schools and agencies statewide in order to maintain, review, and promote the Safe2Tell Wyoming program. Finally, the third project area for this position shall be to assist DVS with general conference planning and training schedules for DVS. This position will require extensive in-state travel and has no budgetary or supervisory responsibilities.

Restitution Collection Program Development & Training:
* Collaborate with the State Court Administrator's Office, all County Clerks of Court, County Attorney's Offices, District Attorney's Offices, the Department of Corrections (probation and parole specifically), and other key stakeholders.
* Conduct training to ensure Wyoming statutes are being interpreted correctly and practiced in an effort to ensure the rights of victims are afforded. More specifically, educate Judges, Prosecutors, Victim Services Agencies, Victim Witness Coordinators, and the general public about best practices involving restitution.
* Support formal and informal statewide, multidisciplinary efforts including restitution collection units, to ensure victims are able to take advantage of their right to restitution under State and Federal law. This could include developing and strengthening policies, protocols, best practices, and training for Prosecutors, Clerks of Court, Victim Advocates, and other key stakeholders in regard to restitution enforcement in cases and the appropriate treatment of victims.
* Establish best practices for all aspects of restitution enforcement: ordering, collecting, tracking, and disbursing. Create model policies and procedures and work directly with local organizations to improve restitution processes.
* Establish an ability to pay tool to assess the ability of convicted individuals to pay restitution, as well as to assess the hardship to the victim. Work to implement this tool statewide.
* Track state and local trends in restitution ordering, collecting, tracking, and disbursing in collaboration with the Crime Victims Compensation (CVC) program within DVS.
* Track, compile, and analyze restitution data at state and local levels. Prepare restitution activity reports, documenting victim involvement in the execution of their right to restitution, training progress, training evaluation/outcomes, and other applicable statistics.
* Work with CVC Senior Claims Analyst to notify claimants, county & prosecuting attorneys, and civil attorneys of CVC's restitution and subrogation interest upon approval of the claim.
* Collect, track, and maintain all requests made to County Attorneys, and restitution orders and repayments made by offenders to the CVC in a secure claims management system.
* Issue notice of satisfaction of debt to offenders and the county attorney and send periodic status letters to civil attorneys.
* Obtain sentencing and/or restitution order for all approved claims.
* Provide assistance with the resolution of claim/settlement disputes and testify in court when challenges are made to restitution requests.
* Monitor the effectiveness of internal restitution operations, assess the quality of service, and make recommendations to improve policies and practices.
* Maintain knowledge of State and Federal laws governing restitution and victim rights.
* Attend training, conferences, and other meetings as requested.
Promotes Safe2Tell Program:
* Creates and establishes public relations with various entities.
* Assist with the planning and execution of a viable Safe2Tell information program, including media plan and calendar, news releases, preparation of editorials, responses to inquiries, speeches, and internal information products.
* Supports the program in various manners including written correspondence, presentations, public speaking, and maintaining databases.
* Input into setting a budget with regard to travel costs and the feasibility of purchasing promotional material within the parameters of the grant.
* Train and distribute materials on the Safe2Tell program to all 23 counties in the state.
* Responsible for creating and implementing an outreach plan for Safe2Tell.
* Participates in strategic planning efforts related to promoting Safe2Tell and its mission.
* Develops and maintains all bids for new printed materials.
* Develop lesson plans and training techniques to effectively educate the public on the Safe2Tell program
* Presents materials in a professional manner that does not influence or offend the community in ways of negative concerns.
* Maintains equipment used and travels responsibly throughout the state.
* Follows supervised protocols, i.e. daily reports, electronic communications, and divisions & recommendations.
* Represent the agency with the public. Promote the 5 core mission areas of Prevention, Protection, Mitigation, Response, and Recovery.
* Assure that the Safe2Tell program supports the National Preparedness System by engaging communities to prepare and respond to threats and hazards that pose a risk to security.
Coordinate DVS Conferences & Training:
* Creates and establishes public relations with statewide victim services stakeholders.
* Assist with the planning and execution of DVS conference and periodic trainings; including a social media campaign, press releases, preparation of registrations, responses to inquiries, and chairing a conference planning committee.
* Promote DVS in various manners including written correspondence, presentations, public speaking, and maintaining a mail distribution list.
* Represent DVS with the public.
* Promote DVS's mission of cultivating social change and access to victim services through the provision of resources, education, and program support and development.
* Provides awareness, education, and technical support to programs serving victims of crime and to the general public. DVS supports legislative, judicial, and social reforms beneficial to crime victims.

* Explore outside funding options by recruiting sponsors from community stakeholders.

Qualifications
PREFERENCES:
Preference will be given to those with experience in a public relations and marketing-related field.
KNOWLEDGE:
* General knowledge of computer-based applications, web-based applications, and social media applications
* Specific knowledge of Microsoft Word, Excel, Adobe Photoshop, Illustrator, and InDesign
* Specific knowledge of Facebook, Snapchat, Twitter, and Instagram
* Ability to design and present by PowerPoint
* Skills in public speaking
MINIMUM QUALIFICATIONS:
Education:
Bachelor's Degree (typically in Public Relations)
Experience:
0-3 years of progressive work experience (typically in public relations) with acquired knowledge at the level of a Public Relations Specialist II
OR
Education & ExperienceSubstitution:
4-6 years of progressive work experience (typically in Public Relations) with acquired knowledge at the level of a Public Relations Specialist II
