Location: Portland, MEDepartment: Resource ManagementReports to: Partner, Professional Services & Talent ManagementType of Employment: Full TimeRole & Responsibilities:The Senior Recruiter will lead the full recruitment life cycle, with a focus on sourcing and placing skilled professionals in the EPC (Engineering, Procurement, and Construction), Engineering Consulting, and Construction sectors. This role is critical in supporting PTAG's project resourcing needs and managing global staff mobilization efforts. The successful candidate will have experience in recruiting for complex projects and mobilizing talent across multiple geographies, especially in the USA and Canada. Additionally, they will be responsible for managing work permit applications and ensuring compliance with international staffing regulations.Full-Cycle Recruitment:
  • Lead the end-to-end recruitment process, including sourcing, interviewing, and hiring top-tier professionals across PTAG's service lines (project management, project controls, construction management, and engineering management).
Project Resourcing:
  • Work closely with project management teams to understand resource requirements and project timelines. Build and maintain a talent pipeline to support ongoing and upcoming projects.
Global Staff Mobilization:
  • Coordinate the mobilization of employees to project sites across North America and internationally. Ensure smooth transitions for new hires, including travel, accommodations, and local onboarding procedures.
Work Permit Management:
  • Oversee the process for obtaining work permits and visas for employees relocating to or working in the USA and Canada. Ensure compliance with all immigration laws and regulations in both countries.
Sourcing Strategies:
  • Develop innovative sourcing strategies to attract top talent in EPC, construction, and engineering sectors. Utilize online platforms, networking, and industry connections to identify and engage high-potential candidates.
Stakeholder Engagement:
  • Collaborate with hiring managers, department heads, and project leads to determine current and future staffing needs. Provide regular updates on recruitment activities and hiring status.
Employer Branding:
  • Partner with the marketing team to enhance PTAG's employer brand. Promote PTAG as an employer of choice in the EPC and construction sectors through social media, job boards, and industry events.
Recruitment Reporting & Analytics:
  • Track and analyze key recruitment metrics (e.g., time-to-hire, cost-per-hire) to continuously improve the efficiency of recruitment processes. Provide data-driven insights to leadership.
Vendor Management:
  • Manage relationships with external recruitment agencies, staffing vendors, and immigration consultants as needed to support staffing initiatives.
QUALIFICATIONS:Experience:
  • Minimum of 7 years of experience in corporate recruitment, preferably within the EPC, construction, or engineering consulting industries.
Project Resourcing Expertise:
  • Demonstrated experience in project resourcing, including recruiting and mobilizing professionals for large-scale infrastructure or energy projects.
Global Mobilization:
  • Strong knowledge of global staff mobilization processes, including immigration, work permit applications, and compliance with international labor laws in the USA and Canada.
Technical Skills:
  • Familiarity with Applicant Tracking Systems (ATS), HR software, and online recruitment platforms. Proficient in using social media and job boards for recruitment.
Communication Skills:
  • Excellent written and verbal communication skills. Ability to collaborate with internal and external stakeholders and represent PTAG at industry events and job fairs.
Problem-Solving:
  • Strong analytical and problem-solving abilities, with the capacity to handle complex staffing challenges and ensure timely mobilization of project resources.
EDUCATION:
  • Bachelor's degree in Human Resources, Business Administration, or a related field. Relevant certifications in recruitment or HR (e.g., SHRM, CIR) are a plus.
Travel:
  • Willingness to travel occasionally to project sites, industry events, or client locations as needed.
