The Oregon Rural Practice-based Research Network (ORPRN) was established in 2002 at Oregon Health & Science University in Portland. ORPRN's mission is to improve health and equity for all Oregonians through community engagedresearch, education, and policy. ORPRN facilitates a broad variety of clinical health care research, quality improvement projects, and practice transformation efforts in rural Oregon, and across the state. ORPRN is committed to building and sustaining a diverse, equitable, inclusive and anti-racist organization. We do so by evaluating how we develop and support our workforce, the partnerships we uphold and how we engage in our work throughout Oregon. ORPRN is seeking a Senior Health Policy Project Manager to coordinate and manage our public health and health policy projects. These include high-visibility projects focused on federal Medicaid flexibilities that allow for investments in social determinants of health and health equity. The position is responsible for the management and oversight of several Project Managers implementing a portfolio of health policy projects. This includes coordinating and managing the portfolio, and design, implementation and evaluation of projects. The Senior Health Policy Project Manager will be responsible for supervising and mentoring project staff, providing strategic guidance on project activities, streamlining and standardizing work across portfolios, identifying and pursuing professional development opportunities for staff to develop health policy subject matter expertise, identifying and pursuing areas of synergy and/or innovation across the portfolio, attending client meetings, and providing subject matter expertise in statewide health systems and policy (with a focus on the intersection of Medicaid and the social determinants of health and equity). The ideal candidate will be a people leader, strategic systems thinker, and subject matter expert in Medicaid policy. Function/Duties of Position
  • Manage the health policy portfolio, which includes at least 10 distinct projects and about 12 staff. Represents the organization in working with funders, state agencies, Coordinated Care Organizations, community partners, other external partners. Ensure quality and efficiency in the delivery of the health policy projects across the portfolio. Coordinate, streamline and standardize work across projects. Lead funder meetings and technical assistance events. Seek opportunities in areas of growth, synergy and innovation. Assist project managers with financial management of programs. Provide oversight and review of project deliverables. Collaborate with external partners in developing program agenda. Develop and maintain team policies and procedures.
  • Supervise project managers. Serve as primary health policy team people leader, managing several project managers. Mentor and coach staff on health policy work approaches. Explore opportunities for staff and health policy team professional development. Support team members knowledge and capacity building in health policy.
  • Provide subject matter expertise in health policy. Share guidance and knowledge about Medicaid and the social determinants of health and equity (examples include health care community investments, billing, reimbursement, and payment for non-traditional services or settings, health related social needs screening, referral and provision of services, building community organization and health care linkages). Act at team expert and provide guidance and information to staff on project-related topics. Stay abreast of national and state policy developments that impact work. This could include contributing to written resources or oral presentations.
  • Contribute to business development and team strategy. Assist the Director in formulating short and long term program strategies and goals. Identify areas of business development. Collaborate with external partners in developing program agenda.
  • Participate in other project-related tasks deemed necessary by the Health Policy Program and staff activities for the Oregon Rural practice-based Research Network (ORPRN) as relevant. Required Qualifications
    • Master's degree in relevant field and 5 years of relevant work experience, OR bachelors degree and equivalent years of relevant work experience.
    • Excellent organizational and communication skills
    • Ability to work independently and lead teams in a multi-task environment.
    • Advanced knowledge of Microsoft Word, Excel, Powerpoint Preferred Qualifications
      • 5 years post-Masters or 7 years post-Bachelors experience should include at least some combination of experience in public health core competencies relevant to the position- Data analytics and/or assessment, policy development, program planning, health equity and community partnership development, staff management, budgeting and finance skills, leadership and systems thinking
      • Experience managing, mentoring and leading staff
      • Experience with fundraising to support health policy projects
      • Demonstrated ability to develop and implement innovative health policy projects or agenda
      • Strong knowledge of state government and/or Medicaid programs and services related to the social determinants of health and equity
