Job Description:
TITLE: TITLE: Senior Residential Homes Manager - Full-time position BASIC FUNCTION: To oversee and coordinate the delivery of services to persons supported through Residential Programs. REPORT: Supervision received: Director of Residential Services; Supervision exercised: Residential Homes Managers ESSENTIAL FUNCTIONS:
  • Continue development of innovative residential supports, based on the desires and strength of the individuals supported through the division using such concepts as interdependence, person centered planning, supported living, etc.
  • Ensure compliance with relevant funding sources while advocating for the rights of the individuals supported by Residential Supports to live as regular citizens.
  • Work with Residential Supervisors regarding the recruitment, training, evaluation and supervision of residential supports staff.
  • Responsible for direct supervision of Residential Homes Managers
  • Interview and hire Residential Homes Manager as prescribed by agency policy.
  • Provide guidance and suggestions to Residential Supports supervisory staff regarding changes in the method service provision.
  • Complete evaluations of new Residential Home Managers within six months of employment and annually thereafter using individuals' and support staff input as well as first hand observation of their job skills and performance.
  • Work with the HR Recruiter and Training Coordinator regarding staff training information and ensure compliance to annual training hour requirements and other relevant state and county regulations related to training.
  • Responsible for understanding and overseeing the electronic visit verification (EVV) system to include oversight of the call dashboard, creating master schedules, assigning shifts, and other EVV related tasks.
  • Oversee and guide Residential Homes Managers in necessary disciplinary actions as prescribed by agency policies.
  • Host state and county representatives during inspections and licensing or other special occasions when designated.
  • Schedule and conduct staff training sessions and provide feedback regarding positive approaches, agency values and philosophy, and other relevant topics.
  • Represents agency at inter-agency meetings and committees.
  • Serves as medication supervisor and emergency on-call contact via an emergency calling system.
  • Works with Director of Residential in the investigation of alleged abuse.
  • Oversees and approves vacation schedules of Residential Homes Managers and assumes residential supervisory duties during these and absences, as necessary.
  • Serves as purchasing agent as deemed appropriate by Director of Residential.
  • Oversee and assist the Residential Homes Managers with finance logs, spending forms, and other financially related matters.
  • Assist Residential Homes Managers with completion of attendance forms required by various funding sources in a timely and correct manner.
  • Coordinates and oversees the completion of the annual internal evaluation process.
  • Conducts at least monthly visits to all individuals' homes in an effort to ascertain consumer and staff satisfaction for services, which are provided.
  • Serve as contact for other service providers and families in the absences of any Residential Homes Managers.
  • Maintain regular contact with family members to ensure open communication and proactively deal with any potential problem or concerns.
  • Serve as next step in the chain of command for individual and family question and concerns regarding staff, program procedures and other matters of importance.
  • Develop and implement a staffing plan to be used in the event of an emergency (i.e. snow storm, last minute staff call off, etc.) thus ensuring adequate support provision.
  • Assist the Director of Residential in program development and overall administration.
  • Explore and secure alternative housing options with focus on meeting the individuals' desires to live where they want and with whom they want.
  • Attend monthly Residential Homes Managers meetings, residential annual reviews, etc.
  • Perform other duties as assigned.
MINIMUM QUALIFICATIONS:
  • Bachelor's degree in the human service field with five years of related experience, including two years of administrative/supervisory experience.
  • Knowledge of waiver funded programs and regulations through the Office of Developmental Programs and the Office of Long-Term Living.

WORK ENVIRONMENT & PHYSICAL DEMANDS/REQUIREMENTS:
  • Work is performed in an office setting and sedentary; requires sitting for long periods of time.
  • Requires full range of body motion including manual finger dexterity and eye-hand coordination for use of calculator and computer keyboard.
  • Sitting, standing, walking, typing, turning in chair, stooping and reaching for files.
  • Ability to receive and respond to phone calls; face to face conversation.
  • Ability to see and interact with text and graphical information on screens, read forms and printouts.
  • Ability to use office equipment such as copiers, scanners, computers, telephones, and fax machines.
  • Travel to Residential home sites.
  • Regularly work in a climate-controlled office environment or another approved location
  • Ability to lift 30 pounds.
