Job Description:
Advanced Management Strategies Group (AMSG) has an immediate need for a part-time Sr. Statistician to join an existing team supporting VHA's GAO High Risk List (HRL) Training Area of Concern (TAoC). BackgroundUnder the Veterans Health Administration Chief Learning Officer (CLO), The VHA Institute for Learning, Education, and Development (ILEAD) program office has established a team supporting the VHA GAO Training Area of Concern (TAoC) as a designated task force to address GAO's training concerns across VHA. Since its inception in 2017, the VHA GAO TAoC has been supporting VHA in identifying training gaps and opportunities, while developing a comprehensive Training Action Plan that lays out multiple future state outcomes, goals and objectives and metrics to monitor progress once implementing new training processes and policy.ScopeThe TAoC under the supervision of ILEAD has the mission is to enhance the Administration's ability to effectively provide program oversight and governance for training programs in support of VA goals and objectives. These responsibilities and functions include providing assistance to VHA Staff with establishing and maintaining training policy and governance; defining best practices, standards, and guidelines; developing a comprehensive training action plan; providing assistance in the development/collection of user requirements via stakeholder engagement and analysis; providing communications, outreach, mentoring and support to VHA training programs to promote compliance with VHA training policy and related initiatives.As part of this effort, AMSG assists with the development and execution of program strategies that support and advance the maturity and adoption of change management efforts across the VHA enterprise. AMSG will continue to employ a collaborative and iterative methodology for developing deliverables and problem solving to support the Customer's goal of achieving a consistent and comprehensive VHA-wide adoption of improved and new training framework, processes, policies, standards and systems.Role DescriptionPerforms tasks related to applying statistical theories, techniques, and methods to gather, analyze, interpret, and/or report quantified information. Tasks may include performing validation and useful analyses of data sets in support of task areas using existing data or data to be collected.Responsibilities may include:
  • Performing tasks which support the governance and oversight of VHA Training Data and Systems, utilizing data and analytics to support data-driven decision making.
  • Tasks may include collaborating with other Program Offices to gather, analyze, visualize various forms of data.
  • Collecting, examining, and evaluating a broad range of data.
  • Choosing data samples, creating questionnaires, and applying accepted statistical techniques to the analysis of the information gathered.
  • Creating charts, tables, reports, and other visual aids and drafting summaries of findings while providing recommendations where applicable.
  • Have a basic understanding of key stakeholders including external entities such as customers, suppliers, and external systems that interact with the business.
Candidates must:
  • Possess a minimum of 8 (eight) years of relevant work experience.
  • Possess strong analytical skills.
  • Possess and be able to apply a thorough understanding of the ideas, methods, and regulations in a specific area of expertise to finish challenging tasks.
  • Ability to operate with little to no supervision.
  • Possess strong communication and interpersonal skills.
Qualifications:
  • BA/BS Degree
  • Minimum 8 years of relevant experience
  • Ability to obtain and maintain a Department of Veterans Affairs Public Trust Clearance
  • Must be a US Citizen
Required Experience:
  • Demonstrated proficiency working with datasets of varying size using statistical software programs, such as QI Macros (Statistics package add-in tool for Microsoft Excel) and Minitab;
  • Ability to apply a broad knowledge of measurement, analysis, and performance improvement to the completion of complex projects;
  • Demonstrated ability to work independently as well as cooperatively;
  • Experience utilizing statistical models and significance testing, including linear and logistic regression, and hierarchical models;
  • Exceptional communication skills (written, verbal, and presentations), and the ability to communicate in simple and effective terms at all levels of the organization;
  • Experience with Microsoft Word, Visio, Excel, PowerPoint, PowerBI, and SharePoint.
Desired Experience: - a plus!
  • Formal training/certifications in Lean, Six Sigma, Business Process Management (BPM), Agile/Scrum, Agile
  • Experience working within or supporting a Federal Agency;
  • Experience working with the Veterans Health Administration;
  • Understanding of compliance and auditing practices.
Period of Performance: 9/28/2023 to 9/27/2027Place of Performance: REMOTE -Work shall be performed remotely, though extremely unlikely, the Sr. Statistician may be required to attend meetings at in the Washington DC area.
