The Senior Strategic Subcontract Program Manager will report directly to the SVP Integrated Supply Chain. This role is responsible for early life cycle subcontract management and materials management, ensuring alignment on strategic subcontracting requirements affecting multiple customer programs and/or Cubic products as they progress through our New Production Introduction and Launch organization. The expectation for this role will cover our Transportation and Defense businesses globally.
This role will oversee and manage overall subcontract programs in accordance with contract requirements, company policies and procedures, and applicable laws and acquisition regulations. This role will create efficiencies and effectively bring solutions to all channels. This position will have no direct reports. The selected candidate will be an influential, motivated, self-starter who can work independently and collaboratively, with program and manufacturing operations to provide a positive financial impact to Cubic.
Essential Job Duties and Responsibilities:
- Accountable for all strategic subcontract requirement activities to include new business capture and program subcontracts execution.
- Evaluate, negotiate, manage, and leverage subcontract relationships across channels to control costs and increase efficiency.
- Lead early life cycle subcontract management activities for programs within the operations, including but not limited to proposal support activities, negotiations of non-disclosure agreements, teaming agreements, preparation of solicitations packages to subcontractors, evaluation of subcontractor proposals, price analysis, negotiations of terms and conditions, award of subcontracts, subcontract administration, issue resolution and closeout activities.
- Develop strategy for competitions, negotiations, and managing subcontractor/supplier performance.
- Ensure that subcontract files are appropriately reviewed and approved in accordance with the Authority to Operate and in compliance with all contract requirements, company policies and procedures, and applicable laws and acquisition regulations, conducting regular file audits.
- Demonstrate strong interpersonal and communication skills to deal effectively with other functions and suppliers to solve issues of varying degrees of complexity.
- Ensure that customer solicitations are reviewed for potential risks, including compliance with requirements.
- Monitor supplier compliance, including timely delivery of deliverables, in coordination with the operations.
- Resolve supplier performance and/or quality issues in collaboration with operational leadership.
- Advise operations leadership on procurement issues.
- Promote a culture of long-term savings on procurement costs.
Minimum Job Requirements:
- Four-year college degree, or equivalent, in a business or related discipline, plus 5 years of relevant experience in commercial, federal, and local government OR Master's degree with 4 years of prior relevant experience in commercial, federal, and local government.
- Ability to work in a team with a fast-paced environment.
- Detail oriented and demonstrated ability to work independently with minimal supervision.
- Demonstrated success working in a matrixed organization leading programs and projects through influencing without authority.
- Effective problem-solving mindset for support and execution.
- Strong oral and written communication, establishing relationships with multiple stakeholders and internal customers.
- Qualified candidates should have a working knowledge of FAR and DFAR.
- Experience and knowledge of all types of contracts ranging in size from $200k to $30M.
- Thorough knowledge of prime/subcontract formation and administration activities and proven ability to negotiate terms, conditions, and price effectively.
- Must be able to manage multiple subcontracts, prioritize assignments, and meet deadlines with minimal supervision or administrative support.
- Must be able to work extended hours as required.
- Microsoft skills are required.
- Some travel may be required.
Cubic Pay Range: $155,000 - $185,000 + benefits.
The Cubic pay range for this job level is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
