Location: Northwest Wyoming
The Wyoming Department of Transportation (WYDOT) is looking for a dedicated and skilled Emergency Communications Senior Technician to join our team in one of the most scenic regions of the country! ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level.
* Performs installation, troubleshooting, repair, maintenance, and inspections of public safety agency emergency communications land mobile radio systems in State-owned vehicles, buildings, and mountaintop repeater sites; including preventative maintenance of site HVAC and generators
* Uses computer software applications to troubleshoot and program emergency communications devices
* Installs maintains and upgrades telephone systems for WYDOT facilities and users, including UPS backup power
* Installs and maintains devices that interface to commercial broadband services
* Installs and maintains CAT5e and CAT6 wiring and tests circuits
* Assists with installing and integrating communications systems serving roadside Intelligent Transportation System (ITS) components and Highway Advisory Radio (HAR) stations; provides ongoing maintenance
* Serves as 24/7 Subject to call Technician and occasional On-Call/Call back responding to assist with outage repairs anywhere in the state as needed
* Duties include high-priority repairs based on outage reports and automated network performance monitoring capabilities; or equivalent
* Trains local radio system users in the operation of advanced emergency communications equipment
Qualifications
PREFERENCES/AGENCY REQUIREMENTS:
Preference may be given to those with 3 to 5 years of progressive work experience in the maintenance and repair of electronic devices or emergency communications systems or an Associate's Degree in Electronics.
Agency requires the successful applicant to possess a FCC General Radio Operator's license or equivalent certification, Radio Frequency Safety certification, Tower Climbing Safety and Rescue certification, First Aid/CPR certification, and/or obtain within 9 months of start date.
Agency requires the successful applicant to possess a valid driver's license.
KNOWLEDGE:
* Effective written and verbal communication skills: prepare records, reports, correspondence, and technical drawings; clearly explain technical issues to non-technical persons.
* Broad knowledge of electricity, electronics, information technology, and emergency communications, including telephony, data communications, integration of voice and data communication systems with computer and electronic devices, transmission media, tower structures, vehicle electrical systems, and building/facility services
* Knowledge of electronic theory, FCC rules & regulations, and the critical thinking skills necessary to troubleshoot complex advanced electronic equipment and systems
* Ability to use specialized voice and data emergency communications test systems and equipment, analyze performance results, interpret/use specification sheets and technical diagrams/manuals
* Ability to use a wide range of basic hand and power tools in all work settings
* Knowledge of power backup systems including UPS, Battery Backups, and generators.

0-2 years of progressive work experience (typically in Technical Operations) with acquired knowledge at the level of a Technical Operations Technician II

Necessary Special Requirements
PHYSICAL WORKING CONDITIONS:
* Subject to a call-out for outage repairs 24/7 to any location in the State. Travel to remote & difficult to access communication sites by special-purpose vehicle and/or on foot, snowshoes, skis, or other means. Ability to work effectively alone in remote areas at all hours in all weather conditions
* Ability to safely and confidently perform tower & antenna work at levels to 200' and on horizontal sidearms out to 10 feet
* Ability to safely pick up and carry 50-pound items
* If selected for the position, the candidate must pass a pre-employment physical exam, administered by his/her physician at WYDOT's expense, to certify the candidate as physically capable of safely performing the tower work
* Ability to effectively manage own time and work with limited supervision for extended periods and make reasoned decisions when confronted with unusual circumstances

* Candidates must pass a background/reference check; successful applicants will be required to have a fingerprint check through the Wyoming Department of Criminal Investigation.

* One year of service to WYDOT must be completed, failure to complete this requirement will forfeit the hiring incentive; funds will be recouped from final pay.
* Internal candidates would be required to remain in the position for a minimum of one (1) year from their promotion date.
Employees would only be eligible for one (1) hiring bonus in a 12-month period.
* If the employee elects to downgrade through an active recruitment and/or appointment during the twelve (12) month period, they would be required to pay the bonus back.
