Position Overview: The Senior Vice President of MWDBE Program & Opportunities is responsible for oversight, policy, and interdepartmental/interagency coordination, at large including the development and implementation of all NYCEDC's M/W/DBE programs and the expansion of allrelated opportunities. This position reports directly to the Executive Vice President of Equity and Community Impact of NYCEDC. Additionally, given the significance of this program to the overarching goals of the organization and the City at large. The M/W/DBE Program is an essential component of the organization's plan to create and expand equity and inclusion in NYCEDC's projects and programs.
Essential Duties & Responsibilities:
Leadership
- Partner with Department Leaders across the Corporation to encourage and increase M/W/DBE participation and engagement for NYCEDC projects, programs, and initiatives
- Research, develop, and negotiate M/WBE participation goals with project sponsors or entities with County contracts.
- Acts as liaison for the Corporation at City Hall, government agencies, and other external partners through meetings, hearings, etc.
- Planning, implementation, coordination and monitoring the NYCEDC's M/WBE Program.
- Perform outreach to the M/WBE vendor community and connect the community with programs and initiatives that will help them succeed.
- Responsible for reporting on the program to our oversight agencies, including the Mayor's Office of M/WBE.
- Lead and develop policies, practices, and overall direction of NYCEDC's M/W/DBE programs to ensure greater equity and inclusion in all aspects of the Corporation
- Make policy recommendations regarding process improvements so that the NYCEDC can reach the Citywide goals.
- Ensure that staff continuously receive necessary updates and training to successfully complete their work.
Procurement
- Lead staff and NYCEDC in the full array of procurement activities related to M/WBE utilization. Ensure that work is conducted timely and in accordance with the Procurement Policy Board Rules, the New York City Charter, Local Laws and other applicable rules and regulations.
- Manage the process of ensuring compliance with M/WBE Utilization Goals in Contracts. Develop and implement a plan for tracking compliance with contracted M/WBE Goals; work with internal partners and vendors throughout the term of contracts to ensure compliance.
- Develop and maintain subject matter expertise in all matters concerning rules and laws concerning M/WBE utilization.
- Implement NYCEDC's Policy of using M/WBE vendors for small purchases.
- Manage the process of M/WBE goals setting in contracts, including conducting procurement-specific analyses to determine M/WBE Utilization Goals, participating in pre-bid and pre-proposal conferences, and coordinating waiver requests.
Data Compliance
- Compose summary reports detailing the status of M/WBE and DBE compliance activities. Maintain accurate records of compliance reviews, inspections, and investigations.
- Oversees the monitoring, tracking, and reporting of NYCEDC's M/W/DBE's performance both internally and externally
- Ability to gather and synthesize information from a wide variety of people and sources and communicate effectively to decision-makers
- Extract, review, and assess complex and diverse data sets pertaining to the NYCEDC's M/WBE utilization trends; conduct analyses of procurement data and patterns; and make appropriate recommendations for optimizing M/WBE utilization.
- Develop and implement the NYCEDC's annual M/WBE Utilization Plan. Work throughout the year on tracking and reporting all activities related to M/WBE Utilization.
Capacity Building
- Actively participate in networking events sponsored by other agencies or organizations.
- Develop and implement outreach plans to connect with M/WBEs and colleagues from other City Agencies.
- Establish and nurture relationships with M/W/DBEs and small business organizations
Minimum Qualifications:
- Bachelor's degree or equivalent in Public or Business Administration, Economics, the Social Sciences, or a related field
- 10+ years of experience working with M/W/DBE programs; familiarity with state and/or federal laws and regulations regarding M/WBE requirements
- Minimum of 5+ years of relevant full-time professional experience in recruitment and outreach activities, strategic planning, or public policy
- Minimum of 3+ years of direct government contracting experience with deep knowledge of M/WBE program and procurement principles
- Demonstrated presentation, writing, and organizational skills with an ability to communicate effectively with relevant stakeholders and partners
- Advanced strategic thinking, operations, quantitative/qualitative skills
- Ability to effectively gather and synthesize information from a wide variety of people and sources and communicate to decision-makers
- Ability to determine the specific tasks and assignments to be performed, independently handling new and unusual problems and deviations encountered in the work.
- Ability to provide leadership, program direction, and policy guidance to managers, staff and others involved in carrying out assigned activities.
- Experience working with small companies, community groups, trade associations and or City agencies
- Demonstrated ability in managing, developing, and mentoring staff.
- New York City residency is required within 180 days of hire.
