Position Summary
The SVP of Property Management Operations, reporting to the Executive Vice President of Real Estate Management, is responsible for overseeing and supporting property operations to meet the needs of Blue Horizon Management Company (BHMC) staff and clients. This role ensures that property teams have the tools and resources needed to perform their duties effectively, while also reviewing and reporting on BHMC's procedures and budgets. Additionally, the SVP coordinates activities across all properties in BHMC's portfolio to achieve operational, financial, and business objectives.
Essential Job Functions
· Ensures housing portfolio operations are carried out in an appropriate, cost-effective manner.
· Supervises and directs Senior Floating Managers, providing scheduling, guidance, and training to ensure maximum coverage, operational efficiency, and skill development across the team.
· Oversees the tracking of inspections, insurance claims, fire safety compliance, and online data management systems to ensure accuracy, regulatory adherence, and efficient reporting.
· Formulates and recommends strategic and operational objectives to maximize efficiency and drive optimal performance across all functions.
· Examines, forecasts, and tracks financial data, to assist in managing property budgets.
· Oversees, reviews, and examines financial data relating to assets, and provides reports to owners and 3rd party partners.
· Ensures required documents are executed in accordance with requirements governed by HUD, other regulatory agencies, and organizational policy.
· Assists in the development, streamlining and implementation of all SOP's for BHMC.
· Assist in developing long term training program for Blue Horizon Property Management.
· Ensures regulatory and procedural deadlines are tracked and appropriate actions are taken.
· Assists managers with providing resources to successfully handle personnel issues.
· Partners with property managers to implement and report on quality control measures.
· Examines KPI's and provides ongoing tracking, monitoring, and reporting for management.
· Manages unit/amenity pricing within compliance requirements; creates rent schedules and ensures annual increases completed.
· Provides oversight of property risk management, safety standards, team member and resident liability.
· Coordinate and track projects to appropriate detail; completes projects on time and within budget.
· Assists SVP of Real Estate Management in handling capital projects, directly or indirectly by preparing project scopes of work, bid out project work, ensures appropriate contracts, lien waivers and payment policies are followed.
· Leads contract negotiations with venders as needed; tracks and reviews contracts as needed for renewals.
· Completes occupancy, delinquency, and collection reviews and completes required follow up.
· Tracks non-compliance matters regarding ongoing pest and maintenance issues and provides updates to management.
· Oversees the development, implementation, and evaluation of human services programs for residents; maintains collaborative relationships with public and private community agencies and residents; assists resident families, connecting with agencies appropriate for their needs.
· Oversees compliance audits and internal corrections.
· Directs the work of program staff including assigning, planning, and reviewing work, evaluating work performance, and completing performance evaluations, coordinating activities, maintaining standards,
allocating personnel, selecting new employees, training staff. Acts on employee problems and recommends and implements discipline.
· Ensures compliance with federal, state, and local employment laws and regulations, and INLIVIAN policies.
· Performs other duties as assigned.
Education and Experience
Bachelor's degree in Business, Public Administration, or related field from an accredited college or university and five (5) years of progressively responsible experience in management or in an administrative capacity in property management or low-income housing.
The following certification(s) must be obtained within eighteen (18) months of employment or other allowable period of hire as authorized by the Executive Vice President of Real Estate Management:

Supervision Controls
The Senior Vice President of Property Management Operations receives instructions from the Executive Vice President of Real Estate Management regarding agency goals, their priorities, and special assignments. The Senior Vice President of Property Management Operations routinely works without the direction of the Executive Vice President of Real Estate Management and is free to develop methods, deadlines, and/or objectives. Normally the employee makes independent decisions pertaining to situations not covered by specific guidelines, but the Executive Vice President of Real Estate Management is consulted in serious or unusual circumstances.
The work of the Senior Vice President of Property Management Operations is reviewed for progress, achievement of goals as appropriate to the circumstances, and compliance with procedures.
The employee provides guidance to subordinates within the Property Management Division, developing activities, setting priorities, establishing timelines, and modifying or making changes in the course of achieving goals and priorities. The employee monitors the work of subordinates for accuracy, completeness, conformity to policy, and achievement of goals or objectives.
