DISTINGUISHING FEATURES OF THE CLASS

The work involves supervising and participating in wastewater treatment plant operations. Under general supervision, employees perform work involving responsibility for the efficient operation of a wastewater treatment plant. Employees are expected to exercise independent judgment and make decisions in dealing with emergency conditions. Supervision is exercised over a small number of subordinate employees in the performance of their assigned duties. Does related work as required.

TYPICAL WORK ACTIVITIES

Is responsible for collection of all samples, analysis and interpretation of results and makes process changes under supervision of Head Wastewater Treatment Plant Operator or Principal Wastewater Treatment Plant Operator.

Supervises and participates in entire operation of a wastewater treatment plant.

Starts, stops and monitors pumps, motors, air compressors, boilers and related machinery and equipment.

Makes regular rounds of the plant, checking equipment, personnel and buildings being watchful for unusual conditions.

Supervises work of subordinate operators and other employees.

Assists in the instruction of subordinate employees.

Records readings, maintains logs and assists in preparation of reports.

Assists in budget preparation.

Operates motorized equipment.

Enforces County work rules and safety rules, reports all violations and initiates disciplinary action when necessary.

Responsible for housekeeping in assigned areas.

Notifies supervisor of all supplies, parts and tools required in advance of planned work assignment.

Monitors consumption of supplies and chemicals.

Utilizes a personal computer and a variety of software programs, spreadsheets and databases relative to wastewater treatment plant operations.

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Thorough knowledge of the practices used and the equipment required in the operation of a wastewater treatment plant.

Working knowledge of digital control systems.

Good knowledge of the principles and application of physics, chemistry and bacteriology as applied to wastewater treatment and disposal.

Ability to operate pumps, valves and related mechanical and electrical equipment.

Ability to synthesize available data into a troubleshooting plan for wastewater treatment facilities.

Ability to read, comprehend and record data from gauges, scales and meters.

Ability to comprehend and follow oral and written instructions with minimum supervision.

Ability to plan and supervise the work of subordinates.

Ability to cooperate and communicate with supervisors and subordinates.

Ability to upgrade skills by continuing education.

Ability to use a personal computer and Microsoft software.

Ability to participate in rotational on-call program to include nights, weekends, and holidays.

MINIMUM QUALIFICATIONS

Promotion:

One (1) year of permanent competitive class status as a Wastewater Treatment Plant Operator.

Open-Competitive:

A. Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with an associate's degree in a program of Public Health Technology, Environmental Technology, Environmental Studies or Sciences, or the Water and Wastewater Technology option of Science Laboratory Technology, approved by the New York State Department of Environmental Conservation, and one (1) year of work experience, or its part time equivalent, in the actual operation of a wastewater treatment plant, which will include, but are not limited to: takes samples of wastewater and laboratory testing on these samples; keep a log of plant operations and related records; start, stop and adjust pumps, motors, air compressors and related machinery and equipment; record readings from meters and gauges ; or,

B. Two (2) years of work experience, or its part time equivalent, in the actual operation of a wastewater treatment plant, which will include, but are not limited to: takes samples of wastewater and laboratory testing on these samples; keep a log of plant operations and related records; start, stop and adjust pumps, motors, air compressors and related machinery and equipment; record readings from meters and gauges.

SPECIAL NECESSARY REQUIREMENT

At time of appointment, possession of a 3A or 4A certificate issued under the provisions of part 650 of the New York State Environmental Conservation Regulations.

When required to operate a motor vehicle, possession of a valid New York State Non-CDL or CDL, including any special endorsements, as required for the type of vehicle being operated.
