Company Name: Roaring Fork Transportation Authority (RFTA)Title of Position: Service PlannerPosition Type: Full-Time, ExemptLocation: Candidate must be able to work onsite in Carbondale, ColoradoPay Range: Hiring/Starting pay range is $69,300 - $86,678/annually, based on experience.Benefits: Benefits include (but are not limited to): Paid time off, medical, dental, vision, and hearing insurance with FSA/HSA, short-term disability, long-term disability, life insurance, accidental death & dismemberment (AD&D), 401(a) and 457(b) retirement plans, EAP, ski pass, etc. For more detail - Position Purpose: This position is responsible for compiling and analyzing a wide variety of ridership, scheduling, operations, and field data to develop and maintain efficient fixed transit routes and regular and complex schedules.Essential Duties/Responsibilities:The following duties and responsibilities are illustrative of the primary functions of this position and are not intended to be all-inclusive.
  • Analyzes performance data such as ridership, stop activity, running times, on-time performance, incident data, productivity metrics, and stakeholder feedback to identify and recommend service improvements and efficiencies.
  • Develops and schedule seasonal signup period schedules.
  • Develops standard and custom reports for schedule information and service performance metrics.
  • Develops and maintains service standard profiles (e.g., route profiles, stop profiles)
  • Produces computerized run cuts, rosters, and bidding schedules for bus operator bidding activities.
  • Works with operations manager(s) to run operator bidding activities.
  • Monitors and maintains ridership reporting tools.
  • Prepares schedule and passenger information (such as on-board voice recordings and displays, GTFS, and public timetables) for distribution.
  • Maintains schedule distribution tools and distributes schedule databases to various RFTA systems such as CAD/AVL, ridership, and passenger information systems.
  • Collaborates with multiple workgroups within RFTA and contractors to ensure accurate scheduling data is shared and distributed.
  • Develops multi-department workflow documentation to establish a critical path for periodic service changes.
  • Researches and implements processes that align with transit-industry standards.
  • Develops and administers surveys for customers and the public.
  • Conducts public meetings on service-related issues.
  • Utilizes analyses to make recommendations for service and various projects/studies throughout RFTA.
  • In the absence of a supervisor, represents the organization regarding transit service and requests for service changes with public agencies, transportation management organizations, and civic organizations.
  • Leads and participates in the formulation of the annual service plan and individual run board plans.
  • Develops plans for the implementation of discontinued or unproductive service.
  • Assists in evaluating costs of potential new or modified service, determines recommended service, and develops schedules for new or modified transit service via manual and computerized methods.
  • Prepares special schedules for special events or emergency route services.
  • Other related duties as assigned.
Knowledge, Skills, and Abilities:
  • Proficient with the development of fixed route schedules and timetables.
  • Proficient with developing and preparing reports with cost and efficiencies related to fixed route scheduling.
  • Develop complex spreadsheets and databases incorporating functions and formulas to prepare reports and schedules.
  • Proficient with Microsoft Office Suite.
  • Ability to write basic SQL statements preferred.
  • Ability to read and understand maps.
  • Ability to utilize GIS tools preferred.
  • Ability to analyze data.
  • Ability to use sound judgment.
  • Ability to efficiently manage time and workload, which includes planning, organizing, and prioritizing.
  • Ability to communicate effectively, both orally and in writing.
  • Ability to work a flexible schedule, which may include working some evenings and weekends as required.
Qualifications: Education:
  • Bachelor's degree in planning, transportation, engineering, or related field preferred. Combination of experience and education is acceptable.
Experience:
  • A minimum of one year of experience in transportation planning related to transit service planning and scheduling (could include transportation operations and logistics, long- and intermediate-range urban and regional planning, customer service and public/community involvement, transportation project coordination, etc.).
  • A minimum of six months of experience in run cutting techniques including proficiency in computerized run cutting methods preferred.
  • A minimum of six months of experience in manual and computerized schedule-making techniques preferred.
  • Must possess a Colorado driver's license.
Working Conditions: Moderate physical activity required by handling objects up to fifty (50) pounds regularly and up to twenty (20) pounds frequently. Demonstrated physical ability to climb stairs, reach above shoulder level, walk for an extended distance, bend, stoop, lift, push/pull up to 70 pounds without assistance. This position may require sitting or standing for long periods of time.Travels between facilities and throughout 70-mile transportation corridor. Some required travel within or outside the state for training. Incumbent may be scheduled to work at any RFTA facility day, night, or weekends. Application Deadline/Closing DateNo deadline.
