Operates a variety of tools, vehicles, and equipment to accomplish assignments. Interacts and communicates with departmental supervisors and leaders, personnel, and the public during daily assignments. Work usually requires maintaining close engineering tolerances. Reports to Stormwater / Streets Supervisor or designee. Essential Job Functions The essential functions listed are typical examples of work performed by positions in this job classification and are not designed to contain or be interpreted as a comprehensive inventory of all duties, tasks, and responsibilities. Staff may also perform other duties as assigned.Performs construction activities including but not limited to the repair, reconstruction, and maintenance of roadways and shoulders, sidewalks, canal crossings, concrete surfaces, and culverts and catch-basins, asphalt paving and patching, cleaning drains, and placing riprap along canal banks. Operates tracked and wheeled earthmoving, road-building, and other related equipment such as road rollers, combination backhoes with hydraulic loading lift and backhoe digging shovel, skid steer loaders and dozers.Performs operations such as loading earth, gravel or other loose materials in trucks, smoothing, and packing hot asphalt on road construction and resurfacing projects, and installing concrete catch basins and underground stormwater drainage pipes.Transports construction equipment and drives ride-on equipment to worksites, as necessary, ensuring attachments are secure and in appropriate correct position; performs operator prechecks on equipment, inspecting lubricants, cooling, hydraulic, and electrical systems and makes necessary minor adjustments.Ensures the establishment of safe work zones and compliance with all applicable safety requirements; sets up Maintenance of Traffic (MOT) at field sites, such as traffic cones, signs, and arrow boards to ensure proper traffic control and safety of workers, drivers, and pedestrians. Operates, maintains, and repairs flood control gates, sometimes during heavy rain and high wind, to control canal elevations and prevent flooding.Constructs forms and pours concrete for concrete slabs; lays-out construction projects in accordance with specifications and guidance from higher-level personnel. Installs and repairs highway safety features including guardrails, sign replacement, pavement striping and marking, and concrete resurfacing.Assists in the inspections of canal systems for aquatic plant encroachment, litter, and debris; removes obstructions hindering water movement and to prepare roadsides, medians, and waterways for application of herbicides and biological agents; posts signs to notify public of pending pesticide applications. Performs mechanical and manual harvesting of plant material per established method appropriate for the conditions; removes extraneous material from waterways including but not limited to, heavy objects, dead fish and wildlife, and containers of unknown contents. Assists in the inspection of city streets, rights-of-way, medians, canal crossings, waterways, and city-maintained property for litter, debris, and tree removal while operating a computerized spray rig and amphibious vehicles; removes and disposes of all litter and debris from said locations; and notifies the appropriate individual for city contractor-generated litter and debris. Utilizes hand tools and equipment such as grabbers and trash picks for the collection of litter and debris; records and reports the amount of litter and debris collected. Operates a variety of tools and equipment such as vehicle, truck, asphalt roller, street cutter, compactor, striping machine, power tools, hand tools, telephone, two-way radio, computer, and survey equipment.Interacts with the public to assist in the assessment of and timely correction of all complaints.Remains on call and available 24/7 including on weekends and city holidays to respond to emergency call-ins for weather incidents, natural disasters, or other critical events.Adheres to all city and public health and safety guidelines and protocols; performs job functions in a safe manner and reports all safety hazards per established policies and procedures.Maintains quality communication and interaction with all city employees, representatives from external organizations, and the public to maintain good will toward the city and to project a positive city image.Demonstrates behaviors that support the City's Vision and Values.Maintains on-call work availability as assigned, to prepare for, respond to or recover from a hurricane, tropical weather event or other emergency to meet the city's obligation to remain operational before, during, and after the event; duties assigned may or may not be typical of the job and are contingent upon the needs of the city and the residents because of the event.Establishes and maintains effective working relationships with those interacted with during work regardless of race, color, religious creed, national origin, ancestry, sex, sexual orientation, gender identity, age, genetic information, disability, political affiliation, military service, or diverse cultural and linguistic backgrounds.Supervisory ResponsibilitiesThis position has no supervisory responsibilities.Pay and Bargaining StatusThis is a non-exempt position pursuant to the Fair Labor Standards Act and is within the blue collar bargaining unit covered by the City of Tamarac and Federation of Public Employees (FPE) collective bargaining agreement. This position is paid on an hourly basis, issued bi-weekly, and subject to overtime pay in accordance with the terms of the current City of Tamarac and FPE collective bargaining agreement.Minimum Qualifications High school diploma or GED required; supplemented by one (1) year of experience performing public services or large-scale commercial construction and maintenance tasks; or an equivalent combination of education, certification, training and/or experience. Required Certifications and LicensesMust possess and maintain a valid State of Florida Driver License and the ability to drive a city owned vehicle per established policies, procedures, and safety guidelines; within six (6) months of hire, must obtain a State of Florida Class B Commercial Driver License (CDL).National Incident Management System (NIMS) training will be required (and sponsored) according to job duties and responsibilities. Within six (6) months of hire, must acquire a Stormwater Class C or Florida Stormwater Association (FSA) Stormwater Operator Certification - Level 1 and an OSHA approved Trench Safety Certification.
