Every one of the state's 500+ local school districts is part of an ISD. The EUPISD is a regional education service agency with the primary function to provide or assist our local districts to provide special programs and services. Within our ISD, there are 19 districts covering 4,000 square miles in three counties and part of another in the eastern end of the Upper Peninsula of Michigan. The total number of PK-12 students is 6,500. The EUPISD is funded with a combination of local, state, and federal funds. The voters of EUPISD have approved a 1.75 mill levy for special education, a .2 mill levy for general operations, and 1.0 mill levy for vocational education. State aid received is based on annual authorizations from the state legislature. Our current budget is $35 million. The EUPISD currently has 210 employees/contractors providing services to our local districts and students. The EUPISD serves local districts by providing educational services and support in special education, curriculum, early childhood, career and technical education, professional development, business services and technology. The EUPISD also pursues business, community, and interagency collaboration. The EUPISD has a long history of collaboration with our local districts that has resulted in the creation of a strong infrastructure in support of all aspects of teaching, learning, compliance, and fiscal management. Purpose of Position: Oversee and provide primary business services and direction for the EUPISD and contracted constituent districts of the EUP Business Services Consortium Period of Employment: 12 month position (year-round); 8 hours/day, 230 days/year Minimum Qualifications:
  • Bachelor's degree in Accounting, CPA preferred
  • Five years' experience of prior Michigan school accounting, fund investment, budget development, monitoring, regulatory and reporting requirements of State and Federal programs preferred
  • Prior public auditing experience preferred
  • Achieve MSBO CFO Certification within three years and maintain certification
  • Competence in technology including computer operations and an understanding of computerized accounting operations, procedures, and systems
  • Excellent public relations skills including being courteous, tactful, and having good verbal communications
  • Proven ability to make decisions without close supervision, must be accurate, efficient and capable of handling detailed work assignments
  • Proven ability to work independently and self-motivated; make decisions in accordance with established policies and regulations
  • Knowledge and practical experience regarding basic computer skills, including Microsoft Word and Excel Programs and MOS certification as determined by Administration
  • Excellent organizational skills, written and oral communication skills, diligent work habits, and the ability to apply common sense to routine decision making
  • Strong leadership, team building skills and proven effectiveness in involving and working with people and boards at all levels
  • Regular and reliable attendance
  • Ability to maintain self-control and complete tasks with frequent interruptions
  • Ability to work cooperatively with other office personnel

Duties and Responsibilities:
  • Manage day to day activities of business operations and associated personnel including payroll, accounts receivable, accounts payable, general accounting budget and cash flow for ISD and/or contracted districts
  • Review general ledgers monthly and prepare adjustments, as needed, for ISD and/or business consortium districts
  • Provide pertinent financial information on a monthly, quarterly, and annual basis for the contracted districts in the area of budgets and general ledger detail
  • Monitor cash flow and prepare cash flow borrowing projections
  • Work with team members to prepare month end entries and bank reconciliations
  • Responsible for information on the financial status of the district including the preparation of reports regular intervals that timely and accurately depict the financial condition of the districts and assure that reports meet local, state, and federal reporting and monitoring requirements
  • Present financial information at board meetings and workshops as needed
  • Maintain the assigned districts budget transparency on the district website
  • Prepare applicable year end reports in the preparation of documents for the school district's annual independent audit
  • Recommend to the Director of Finance and Human Resources appropriate changes that will enhance the efficiency and accuracy of the business department operations
  • As needed for completion of duties, attend meetings outside of normal working hours
  • Attend professional development workshops and trainings as requested and as appropriate
  • Remain free of substance abuse and/or illegal drug use at all times
  • Keep the affairs of the school district and the Board of Education of the EUPISD and all constituent districts confidential at all times
  • Perform other duties as assigned
Wages and Fringes: $63,100-$75,000/year, dependent on education, experience, and certifications Benefits for Full Time employees include:
