SharePoint Farm Administrator

Position Summary

The Division of Enterprise Technology provides statewide information technology services utilizing a

combination of both State-owned equipment and vendor-provided services. The division ensures the effective and efficient use of information technologies in support of Wisconsin Government services and programs. The Division designs, administers, promotes and supports information technology services to state agencies, local governments, tribal governments, private partners, schools, universities, libraries, and citizens.

Under the general review of the Application Hosting Tools Section Chief/Unit Supervisor, this position functions as a technical expert for the services offered by the Enterprise Collaboration Services team. The position is primarily responsible for research, development, support and management of the on-premises Enterprise SharePoint Farm server infrastructure and the Enterprise 0365 SharePoint online environment.

As a member of the Collaboration Services team, this position will be on a standby rotation that provides 24x7x365 support for applications supported by the Collaboration Services team. This includes on premises solutions such as SharePoint Server and Exchange Server, Electronic Faxing, and the Email Security appliances. This position is responsible for providing advanced support to agency administrators utilizing the supported technologies. In addition, the position is responsible for researching and evaluating modern technologies, for selecting those that will best meet customer needs and for introducing them into the mainstream of the computing architecture. The team is also responsible for developing specific policies, procedures, and documentation for the installation, implementation, and use of these technologies.

This position provides customer service for a broad array of services and participates in projects from genesis through implementation and completion. The incumbent will frequently work on projects that require a strong understanding of customer service, effective communication skills and the ability to work within a team approach. The position involves defining, implementing, and using innovative technologies in support of complex technical solutions. The ability to function with an enterprise perspective and to work with technical staff, DET management, and other entities' staff on technical design and business issues is critical.

This position is accountable for the quality of service provided to state agencies and other partners.

Goals and Worker Activities

35% A. Provide advanced technical support and direction for the Enterprise SharePoint Farm

infrastructure, SharePoint Online, and the O365 SharePoint hybrid environment.

A1. Research, install, test, implement and troubleshoot enterprise SharePoint 2016, 0365

SharePoint Online and Hybrid SharePoint Environment.

A2. Serve as a SharePoint farm admininistrator for all agencies within the state.

A3. Install, configure, and administer 3rd Party tools like Bluebeam, DocAve, Control Point,

Sharegate, Nintex, Plumsail,and Muhimbi, when necessary.

A4. Maintain installed systems and infrastructure necessary to support these environments on an ongoing basis to remain at recommended release level and to resolve problems to maintain system stability.

A5. Perform tasks necessary for maintaining the SharePoint Farm:

Configure App Catalog, App Management, Workflow Farm, Office Web App (OWA) Farm.

Manage User Profile Connections for both windows and Form-Based Authentication. Deploy custom developed and third-party SharePoint solution packages. Configure On-Prem Search, Hybrid Search, Managed Metadata, SSRS, PerformancePoint.

Create Intranet & Extranet, Configure SSL Certificates, Authentication, F5, and Reverse Proxy.

A6. Lead and participate in the development, documentation, and implementation of IT management best practices to ensure the quality of services delivered to customers and partners.

A7. Apply Windows patches and SharePoint updates to the servers in the SharePoint Farm,

ensuring the SharePoint environment is patched in the proper order and method to avoid system issues and maintain overall server stability and security.

A8. Monitor SQL Cluster Performance.

A9. Write PowerShell Scripts for reporting and day-to-day task automation.

A10. Monitor performance of all SharePoint systems and provide reporting.

A11. Manage and audit security for SharePoint farm, web applications, sites and sub- sites.

A12. Generate Monthly Billing Report and other Audit reports.

A13. Lead the Governance group meetings and Customer Advisory Group meetings. A14. Keep SharePoint configuration and architecture documents updated.

A15. Research software and hardware enhancements to improve SharePoint Farm and site

performance for team review.

35% B. Provide shared infrastructure consulting support.

B1. Lead meetings with agency customers to review and understand their requirements as they relate to the enterprise shared IT infrastructure systems.

B2. Evaluate agency data communication needs and make to recommendations regarding planned projects requiring enterprise shared IT infrastructure systems, to enable customers to make the best use of the shared infrastructure to meet their program needs.

B3. Provide technical analysis and advice to agency customers to allow them to successfully plan for changes to enterprise shared IT infrastructure system configurations.

B4. Analyze agency service requests and develop detailed technical designs, as needed and within standards and budgets, to meet their objectives.

B5. Participate in statewide or enterprise task forces or committees working on shared IT infrastructure system related issues.

B6. Facilitate meetings with agency customers to understand their disaster recovery requirements and recommend alternatives that relate to the enterprise shared IT infrastructure systems DR recovery strategies.

10% C. Demonstrate strong customer service, teamwork, communication, and interpersonal skills.

C1. Deliver high quality customer service at all times and assist others in the teams in doing the same.

C2. Work cooperatively with others in a team environment to meet the expected levels of server infrastructure service.

C3. Provide good written and verbal communication to customers and staff.

10% D. Participate in complex IT projects to implement and maintain enterprise and agency specific server infrastructure and systems.

D1. Develop and use divisional project management policies, procedures, and practices in

implementing complex infrastructure components and enterprise applications.

D2. Tech Lead project teams to help them understand and follow enterprise information portfolio management policies, procedures, and practices.

D3. Coordinate project support tasks through other division or agency staff as assigned. D4. Lead project teams under the direction of a project manager as assigned.

D5. Work with security to develop and implement sound security practices and policies that

balance the need for security and accessibility of business applications.

5% E. Develop and follow IT service management best practices to ensure the quality of services delivered to partners.

E1. Actively participate in the development, documentation and implementation of IT service management best practices to ensure the quality of services delivered to customers and partners.

E2. Seek agency partner input prior to making decisions and encourage agency partner cooperation in enterprise objectives.

E3. Oversee and lead Disaster Recovery documentation creation, modification, and testing.

E4. Understand and follow all published IT management policies and best practices in such areas as:

5% F. Continuously update technical skills, participate in the Employee Development Program, and other duties.

F1. Maintain familiarity with activities and trends in the field of infrastructure hardware and

software and other related technologies.

F2. Attend appropriate training courses, conferences and seminars.

F3. Read technical publications to maintain a high level of technical knowledge

concerning data processing hardware and software with emphasis on shared

infrastructure technology.

F4. Lead co-workers in activities of professional and technical associations to contribute to the development of information technology services in various agencies of government.

F5. Perform other assigned tasks not specifically enumerated.
