If you have the required skill set, education requirements, and experience, please click the submit button and follow the next steps.Job SummaryThe Small Business Liaison Officer reports to the Director of Global Supply Management and shall be responsible for promoting the company's commitment to working with small, disadvantaged, veteran-owned, and minority-owned business in compliance with government regulations. The SBLO develops strategies to meet small business contracting goal, manages relationships with small business partners, and ensures compliance with federal regulations such as the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS). The roles services as the primary point of contact for the company and small business subcontractors, as well as government agencies monitoring small business utilization.Duties and Responsibilities:Outreach: Lead outreach efforts to identify qualified small businesses, including but not limited to women-owned businesses, veteran-owned, HUBZone and Disadvantaged businessesServe as an advocate for small business participation within the company, work closely with procurement, contracts, capture and project teams to ensure small business goals are metSBA Subcontracting Plan: Develop, implement, and manage the company's small business subcontracting plan in accordance with FAR and DFARS requirements to support prime contract effortsReporting: Prepare and analyze reporting data for all small business program requirements. Compile and communicate reporting data semiannually to relevant stakeholders; data for plans, proposals and any other adhoc requestsCompliance: Ensure compliance with small business requirements, including the submission and monitoring of required reports such as the Individual Subcontracting Report (ISR) and Summary Subcontracting Report (SSR)Serve as the company's Small Business representative in communications with federal agencies related to small business contracting, goals, audits and complianceProvide training, guidance and educate internal teams on the importance of small business utilization and the company's commitment to diversity in the supply chainEducate vendors on policies and proceduresMaintain records on small business utilization, compile data for audits, and prepare periodic reports to demonstrate compliance with contractual small business goalsIncrease awareness of equal opportunity in business contractingPromote the small business program in publicationsCreate and document listings of small businessesIdentify opportunities for improving small business participationEstablish relationships between the business community, buyers, and customersParticipate in trade fairs to promote equal opportunity in procurement and business contractingProvide general programmatic subcontracts compliance related support including subcontracts policy and procedure development and review, internal audits, and other activities required by the program.Additional Qualifications/ResponsibilitiesQualifications:8+ years of relevant experience in procurement, government contracting, or supplier diversity management with a minimum of 3yrs as an SBLO.Strong knowledge of CPSR procurement requirementsCapable of interpreting applicable prime contract requirements, Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulations (DFAR), and International Traffic Arms Regulations (ITAR)Strong multi-tasking and time-management skills, with the ability to prioritize tasks in a fast-paced environmentExperience with Public Law and Regulatory RequirementsKnowledge of economics and marketing principles and practicesKnowledge of municipal, county, and state organization and department functionsKnowledge of business management principles and practicesAbility to communicate clearly and conciselyAbility to research and prepare statistical analysisExcellent analytical and problem-solving skillsDemonstrated ability to develop effective relationships internally and externallyPreferred Qualifications:Experience with Deltek CostPointBachelors degree in supply chain management or related field.Physical Requirements and Work Conditions:Individual may on occasion be required to work non-standard schedule to include weekends and late evenings/early mornings to effectively manage activities and communicate requirements to meet critical deadlinesAbility to travel worldwide including austere work environments. Travel is not expected to exceed 10%.
